Description:

The purpose of the mechanical planner role is to provide a detailed plan in the form of a job package for each task and resource involved in completing a work order as assigned by the Production Maintenance Coordinator (PMC) or the planner’s immediate supervisor.  Planning involves receiving a work order, scoping out the job in the field, identiyfing materials needed, estimating manpower and equipment needs and creating a timeline and sequence for the job.  This information is used with SAP in developing a work schedule, and ultimately for executing the work.  The plans are to be developed and written so that maintenance technicians or contractors can complete the job in the safest, most efficient and cost effective manner. The jobs will be planned in SAP with the logic necessary for the scheduler to tie particular tasks or resources together into a coherent schedule.  The planner also creates Standard Requests for routine work orders and/or plans Master Plans  for Periodic Maintenance activities.  These enable more efficient planning for future work.  In addition, the Planner refines and improves existing plans using feedback.

The mechanical planner may also be required to manage worker time reporting of supplemental contractors in the facility as well as supporting planning efforts for Turnarounds.

The tasks include:

1)  Reviewing  each day the work orders prioritized  by the PMC to determine  which jobs are to   be planned.

2)  Visiting the the job site and scoping out the job by taking pictures, creating drawings and sketches, and assembling a bill of material.

3)  Developing within each work order and task a well defined and appropriately detailed scope of work, including all necessary steps required to perform each task and complete the work order.

4)  Estimating the manpower(both the type of craftsman and numbers of hours required)

5)  Entering requisitions into SAP for stores materials, direct buy materials, and services.

6)  Determining when this material will be received in the storeroom so work can be scheduled in the future.

7)  Determining any other material required such as drawings, special tools, procedures, vendor manuals, or reliability test forms also to be included in the job package.

8)  Participate in the management of the work order backlog by reviewing backlog and planning lists to identify, eliminate and redefine duplicates orders.

9) Provide updates on planning status and planning backlog when required.

10) Manage daily and weekly schedule efficiency through coordinating work activity with maintenance and operations supervision.

11)  Review contractors daily or weekly activity logs to ensure time and equipment are being reported properly.

12) Verify SAP Service Entry Sheets (SES) against contractor activity logs to ensure proper payment.

Ensure plans that meet the timing requirements of the operating process units are ready to execute. This is achieved through communication with the PMC, Production Technical Advisor, Reliability Engineers, Procurement and Warehousing personnel and  the Maintenance Supervisor.  This includes planning and estimating work when opportunities arise including untimely shutdowns and equipment outages.  Planners are responsible for ensuring that material, equipment, and services are available to support planned work; and that the orders are appropriately expedited when necessary. Planners are also responsible for communicating to Production the status of  work orders associated with a piece of equipment  as well as the status of packages in the planning backlog.

Ensure maintenance and production personnel have an understanding of work scope by composing appropriate Work Order instructions and discussing plans directly with personnel on field walkdowns of jobs.

Develop special instructions and required documentation such as MOC,QAQC forms, data sheets, piping schematics, etc.  Identify the required skill crafts and duration of the job, develop the most logical sequence of steps in work execution.  It is important for the Planner to understand and communicate to Operations what is needed for effective and efficient job execution.

Form CC-305

OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
