Role Description

The Site Development Project Manager is responsible for planning, directing, and overseeing all phases of civil/site development projects from pre‑construction through close‑out. This role ensures projects are delivered safely, on time, within budget, and to the highest quality standards. The Project Manager coordinates engineering, permitting, procurement, subcontractors, field operations, and client communication to achieve successful project outcomes.

An exceptional Project Manager is highly organized, technically strong in civil construction, financially disciplined, and able to lead diverse teams across multiple active job sites. The ideal candidate brings strong analytical skills, field awareness, and the ability to anticipate and resolve issues before they impact schedule or cost.

Job Duties:

Pre‑Construction Planning & Coordination

  • Collaborate with engineers, architects, surveyors, and clients to review project specifications, drawings, and scope.
  • Participate in estimating, value engineering, and constructability reviews.
  • Develop preliminary schedules, budgets, and resource plans.
  • Identify long‑lead materials and initiate early procurement strategies.
  • Assist in preparing bid packages and evaluating subcontractor proposals.

Permitting, Compliance & Regulatory Management

  • Obtain all required permits, licenses, and approvals from local, state, and federal authorities.
  • Ensure compliance with environmental regulations, erosion control requirements, and municipal standards.
  • Coordinate inspections and maintain documentation for regulatory agencies.

Project Scheduling & Resource Planning

  • Develop and maintain detailed project schedules, including critical path activities.
  • Determine manpower, equipment, and material needs from start to finish.
  • Coordinate with Superintendents to sequence work efficiently and avoid delays.
  • Adjust schedules proactively based on field conditions, weather, or design changes.

Procurement, Materials & Equipment Management

  • Acquire materials, equipment, and subcontracted services in alignment with project budgets.
  • Monitor inventory levels and ensure timely delivery of critical items.
  • Resolve material shortages, delivery issues, or specification discrepancies.

Subcontractor & Vendor Management

  • Hire subcontractors and negotiate contracts to achieve cost‑effective, high‑quality outcomes.
  • Clearly define scopes of work and expectations.
  • Conduct regular coordination meetings to ensure alignment and resolve conflicts.
  • Monitor subcontractor performance and enforce contractual obligations.

Field Operations Leadership

  • Work closely with Superintendents, Foremen, and field crews to ensure safe and efficient execution.
  • Provide guidance, direction, and support to field personnel as needed.
  • Conduct site visits to verify progress, quality, and adherence to plans.
  • Troubleshoot field issues and implement corrective actions quickly.

Financial Management & Cost Control

  • Maintain and track project budgets, cost codes, and financial forecasts.
  • Review and approve invoices, change orders, and subcontractor pay applications.
  • Identify cost exposures early and implement mitigation strategies.
  • Ensure projects meet profitability targets.

Communication, Reporting & Client Relations

  • Serve as the primary point of contact for clients, engineers, inspectors, and stakeholders.
  • Lead weekly progress meetings and provide clear, timely updates.
  • Prepare detailed progress reports, production tracking, and schedule updates.
  • Build strong, trust‑based relationships with clients to support repeat business.

Quality Control & Safety Oversight

  • Ensure all work meets project specifications, engineering standards, and quality expectations.
  • Support Superintendents in enforcing safety policies and conducting site safety audits.
  • Address non‑conformance issues and implement corrective actions.
  • Oversee testing requirements (density, compaction, utilities, concrete, asphalt).

Project Close‑Out

  • Coordinate punchlist completion and final inspections.
  • Ensure all as‑built drawings, warranties, and close‑out documents are completed.
  • Conduct post‑project reviews to identify lessons learned and process improvements.

 

Requirements:

  • BSc/BA degree in Architecture, Building Science, Engineering, Construction BSc/BA in engineering, building science or relevant field
  • PMP or equivalent certification will be an advantage
  • Proven experience as construction project manager
  • In-depth understanding of construction procedures and material and project management principles
  • Familiarity with quality and health and safety standards
  • Good knowledge of MS Office
  • Familiarity with construction/ project management software
  • Outstanding communication and negotiation skills
  • Able to multitask with a strong understanding of core manager duties
  • Excellent organizational and time-management skills
  • A team player with leadership abilities
