Career TEAM is looking to hire an Operations Manager to join our team and serve the Ventura County, CA area. The Operations Manager is responsible to assist the Executive Director in driving performance and program development for workforce programs and special grants. This position will lead performance and staff to meet or exceed the goals associated with the success of clients to complete health care training and employment placement, under the HUD-CDBG grant, Project HEAL. In this role, the incumbent will practice working knowledge of project management, workforce development, and protocols, which include a basic understanding of the field, core programs, and business plans. This position is expected to be hybrid with more than 75% of the time onsite. The selected candidate will be required to work onsite at the listed location. As a leader, the Operations Manager is accountable for ensuring quality and integrity across all workforce functions within the mission of accelerating the human condition!

Your Impact on Career Team's Success:
- Ensure compliance with contract requirements, including the adherence to policies and procedures, state and federal laws guiding this funding and program monitoring and compliance
- Focus on expenditure rates ensuring everything is on track without disallowed costs, driving metrics and performance, providing support, and coaching to front-line staff, and creating service delivery plans for projects
- Coordinate the planning and implementation of case and data management and customer satisfaction
- Serve as the primary local contact and contract liaison for the funding source and partner agencies
- Assist the Executive Director to recruit, hire, and train a team of high-functioning employees to execute the program initiatives while supporting employee growth
- Conduct regular coaching sessions and annual performance evaluations of the team
- Attend partner/funding customer meetings and conduct staff meetings
- Complete reports requested by company or funder
- Manage front-line staff on daily operations and performance
- Assist Executive Director with daily needs
- Approach each day and task with a “ZAG” mindset
- Other duties and projects as needed
The Ideal Qualifications Include:
- Bachelor’s degree or higher or an equivalent combination of education and experience
- 3+ years of operational leadership and management experience in the workforce development, or governmental contracts
- Experience and knowledge of WIOA workforce development and HUD-CDBG Disaster Recovery contracts/programs
- Strong emotional intelligence and ability to lead a team with different working styles
- The ability to thrive in a fast-paced environment while remaining flexible, proactive, resourceful, and efficient maintaining a high-level of confidentiality
- Experience in planning and organizing work standards, processes, and references
- Sharp attention to detail with strong organizational, analytical, research, and critical thinking skills
- The capability to meet deadlines and work under pressure, including the ability to perform and complete a high volume of work assignments with speed and accuracy, work cooperatively with others, and show courteousness and a high level of professionalism
- The ability to maintain confidentiality at all times, handle personnel matters effectively, and handle employee and personnel inquiries with sensitivity, tact, and diplomacy
- Exceptional time management skills to meet deadlines and work under pressure
- Knowledge about the local region and relevant partners
- Excellent verbal and written communication skills
- A Valid Driver’s License
Salary: $75,000-80,000 annually
Travel: Position may require local travel up to 40% of the time
