
Outreach Specialist Youth - Case Manager

Job purpose
Career Team is seeking a Youth Outreach Specialist to support the development and execution of WIOA Youth program services in North Central Texas. This role will be instrumental in engaging local employers to identify meaningful job opportunities for young adults, while also supporting recruitment, placement, and retention efforts. The Youth Outreach Specialist will report directly to the WIOA Youth Program Manager and connect participants with the right career pathways and collaborate with businesses to ensure long-term success for both the employer and the youth served by the program.
Duties and responsibilities
- Establish and maintain professional business relationships, through meeting and telephone contact, with local businesses to develop job orders and other employment arrangements
- Plan and execute recruiting and hiring events for employers in all industries and diverse job seekers using both in person and virtual platforms
- Work closely with Community and Business partners to plan and execute recruiting events
- Make presentations to employers and program participants about employment opportunities and labor market information using both in person and virtual platform
- Negotiate and develop transitional and permanent job opportunities agreements with businesses for On-the-Job Training, Subsidized Employment, and Work Experience, and other programs as needed
- Interact with employers to create job orders and fill jobs vacancy
- Respond to and resolves local business needs through the provision of services available
- Conduct employer follow-up to determine quality of services rendered and quality and quantity of referrals
- Work closely with Executive Director and program staff to ensure job seekers are assessed and appropriately matched to work-based learning opportunities
- Develop workplace talent and behaviors to secure internships enforcing employer expectations in actual workforce environment
- Provide career planning and advisement services to assist with job placement, advancement and/or retention
- Successfully place participants in unsubsidized employment
- Assist with tracking program participants to verify successful participation and report weekly about job placements and new employers working with the participants to help increase performance success
- Review individual employment/placement plans, identify barriers and refer customers to appropriate resources (internal or external) to overcome barriers
- Develop a comprehensive Individual Employment Plan (IEP) for all customers. Provide referral and tracking of eligible customers into contracted programs provided on-site at the One-Stop centers and/or located in the community in accordance with established contracts
- Other duties as assigned by your immediate supervisor, which are consistent with the responsibilities of your position and the evolving needs of the business.
Qualifications
- Associates Degree in Training and Development, Education, Human Resources or closely related field or equivalent documented job-related experience
- Strong familiarity with regulatory entities and their laws and guidance that apply to job posting and recruitment, individual training accounts, employed worker training, customized training and work-based learning preferred
- Must be computer literate and have MS Applications (Word, Excel, and Outlook) skills at minimum, and the ability to learn specialized databases and software systems
- Developing experience with establishing worksites for Work Experience, Subsidized Employment and On the Job training contracts
- Excellent problem-solving skills
- Knowledge of WIOA contracts and programs preferred

- A professional and resourceful style with the ability to work independently and as a team player, to take initiative and manage multiple tasks and projects at a time
- Excellent interpersonal, time management, customer service, organizational skills, and communication skills, both oral and written required
- A Valid Driver’s License
