Carrot is seeking an experienced, entrepreneurial Associate General Counsel, Regulatory, to join our Legal team. This role sits at the intersection of two high-priority practice areas: employee benefits and ERISA compliance. You will serve as a trusted legal advisor to multiple business units, providing practical, solutions-oriented counsel on complex regulatory and transactional matters.
In this role, you will:
Act as Lead ERISA & employee benefits attorney
- Advice on ERISA, ACA, COBRA, HIPAA compliance with respect to HRA and other plan designs and claims processing in the US
- Negotiate BAA and review HRA, adoption assistance, gestational surrogacy and other benefit plan documents
- Provide strategic advice and counsel to Carrot regarding new product offerings, state and federal taxation, compliance, privacy, implementation of products, fiduciary obligations and state regulations on reproductive care
- Monitor regulatory developments from the DOL, IRS, and HHS and provide proactive guidance on emerging ERISA compliance obligations.
Contribute broadly across the Legal function
- Collaborate with cross-functional teams, including Finance, HR, Product, Sales, Customer Success and Operations to identify and mitigate legal risk.
- Manage outside counsel relationships for ERISA related issues
- Contribute to the development of legal department processes, templates, and training programs.
- Provide legal support on other projects and matters as assigned by the General Counsel.
The Team
You will join a collaborative Legal team that partners closely with stakeholders across the company to navigate a complex and evolving regulatory landscape. The team is responsible for enabling growth while managing risk, with deep expertise across employee benefits, healthcare regulation, privacy, and commercial transactions. In this role, you will work cross-functionally with leaders in Finance, HR, Product, Operations, Compliance, and Policy, and serve as a go-to resource on ERISA, employee benefits issues.
Minimum Qualifications
- J.D. from an accredited law school; active bar membership in good standing.
- 5-8+ years of legal experience, with significant focus on ERISA/employee benefits law at a law firm, in-house legal department, or a combination of both.
- Demonstrated knowledge of federal employee benefits law, including ERISA, the Internal Revenue Code, HIPAA, ACA, CAA, COBRA, and FMLA.
- Strong understanding of healthcare privacy and data security law, including HIPAA and state privacy frameworks.
- Excellent written and verbal communication skills with the ability to translate complex legal concepts for non-legal stakeholders.
- Proven ability to manage multiple competing priorities and work independently in a fast-paced environment.
Compensation

The starting base salary for this position will range from $180,000- $212,000. Actual compensation may vary from posted base salary depending on your confirmed job-related skills and experience.
