Army Budget Office (ABO) Subject Matter Expert (SME)

cBEYONData is seeking a part-time resource for 24 hours (on average) per week from Monday through Thursday (typically 0900-1300) to serve as a subject matter expert (SME) on the EBS-C Resource Allocation Team with a specific emphasis on the Army Funds Receipt and Distribution (FRD). This is a fast-paced multi-disciplinary environment supporting a large US Army project. If you’re looking for an exciting opportunity, look no further.

Responsibilities:

  • Participate in daily/weekly Business Process Reengineering (BPR) sessions
  • Provide expertise on the current FRD process; and, work with ABO to adapt those processes to the SAP "out of the box" capabilities to the greatest extent possible
  • Ensure their E2E Process Stream is covered by requesting other SME’s to ensure adequate topic coverage and streamline their process when needed
  • Define the enterprise requirements for a converged Enterprise Resource Planning (ERP) system solution to identify and conduct the Funds Receipt and Distribution business process
  • Bridge the gap between EBS-C and the ABO Funds Management and Control by initiating discussions with stakeholders and requests for information to maximize the existing capability within SAP by modifying ABO processes wherever possible to ensure that FRD processes match the existing capability in SAP S4/HANA and minimize customization at every opportunity
  • Raise awareness to issues and recommend solutions
  • Utilize knowledge and experience to articulate what works, what doesn’t work and what improvements are needed in the new system
  • Influence how funds are issued and recorded in the Army’s current ERP GFEBS (General Fund Enterprise Business System)
  • Quickly identify key players and stakeholders that need to be brought into conversations in the development of the FRD process
  • Break down difficult or complex FRD concepts and articulate them in a manner that is easy to understand (especially to those who do not have Resource Management experience or are familiar with the Army FRD process)
  • Demonstrate professional expertise in communicating Army requirements
  • Meet all deadlines and deliver exceptional quality products

Requirements:

  • Active Secret security clearance
  • Ability to work a part-time schedule of Monday through Thursday approximately 0900 - 1300
  • Open-minded with a focus on improving business processes
  • Professional communicator
  • Expert on the receipt, control, distribution, management and audit of Army funds
  • Expertise in funds control and distribution at the HQDA ABO level in GFEBS
  • Knowledge and expertise of the Army’s Budget Process
  • Knowledge and expertise of the relationship between Appropriation Acts and Army funds control and distribution
  • Knowledge and expertise on DD1414 Base for Reprogramming Actions, DD1415 Reprogramming Actions and DD1416 Report of Programs
  • Expertise in reprogramming funds at the HQDA level
  • Expertise in overall Funds Receipt and Distribution Process for the Army
  • Knowledge and expertise in interpreting and utilizing the GFEBS Job Aid for funds distribution
  • Knowledge and expertise of Army Appropriations, master data and control functional areas
  • Knowledge and expertise of OMB Apportionments, Treasury Warrants and NETs, and OSD Funding Authorization Documents
  • Knowledge and expertise of how GFEBS threshold tables interact and operate
  • Knowledge and expertise of FRD Controls that auditors test
  • Knowledge and expertise of Army 1002 Reports
  • Knowledge of Army Collection Accounts and how they operate
  • Knowledge of ABO and HQDA organizational structure
  • Knowledge of USAFMCOM functions as it relates to FRD
  • Knowledge of DFAS functions as it relates to FRD
  • Understanding of how/where FRD fits into Army Financial Statements
  • Understanding relationship of GLACs as they relate to FRD
  • Basic understanding of SFIS elements
  • Experience and expertise conducting funding transactions using the Fund Execution Controller (FEC) GFEBS role
