Program Delivery Manager

About the Role
We are seeking an experienced and highly organized Program Delivery Manager with deep expertise in PDLC/ SDLC, JIRA, change management, planning activities and coordination and project delivery to drive strategic initiatives and implement scalable solutions.
This role combines the discipline of project management with the innovation of agile transformation, process efficiency and documentation, and tooling implementation and best practices (JIRA/Confluence). You’ll play a critical role in defining and delivering process improvements such as project intake, PDLC (Product Development Lifecycle), Quarterly Planning, and supporting our continued journey toward agile ways of working. The role also manages Intake and the Quarterly planning intake requests, review, and commitments.

In this role you will:
- Lead and manage multiple concurrent projects and application enhancements from initiation through delivery
- Collaborate with stakeholders to define project charters, scope, timelines, resources, and budgets
- Track and report on project milestones, dependencies, risks, and outcomes
- Drive and support change management initiatives, including process development and continuous improvement
- Help facilitate planning activities, including pre and post reporting, JIRA and Smartsheet data coordination, communications, and dashboards
- Lead the administration of JIRA and Confluence, ensuring scalability and alignment with team needs as we iterate on the tool
- Build custom workflows, dashboards, automation rules, and reporting within JIRA
- Educate team members on new operational processes such as Intake, PDLC, and Global Planning including metrics and data tracking
- Develop clear and compelling executive presentations and reports using PowerPoint
- Partner cross-functionally with Product, Engineering, QA, Business Analysts, and other Program delivery peers
- Promote agile best practices and support team maturity in delivery and collaboration
- Maintain up-to-date documentation and standards in Confluence
Contributors to your success:
- 5–7 years of experience in project delivery, program management, or Scrum Master roles
- Proven experience managing enterprise-level technology projects
- Strong JIRA administration experience, including creating and managing workflows, dashboards, custom fields, and permissions
- Solid understanding of change management and experience implementing scalable processes such as intake, planning, and PDLC
- Proficient in JIRA, Confluence, and Microsoft PowerPoint
- Experience in hybrid project environments (Waterfall + Agile)
- Strong interpersonal, written, and verbal communication skills
- Ability to lead cross-functional collaboration and influence without direct authority
Preferred Qualifications
- Certified Scrum Master (CSM), PMP, or similar certifications (not required)
- Experience in organizational change or digital transformation
- Background in technical project management or software development lifecycle (SDLC)
- Familiarity with financial services, capital markets, or enterprise SaaS environments a plus
