The position of the Librarian Manager is an integral part of the Library’s newly formed Lifelong Learning Division, responsible for overseeing key learning and development programs and initiatives within the Fort Worth Public Library. The person in this role will develop and implement strategies to improve employee skills, foster a culture of continuous learning, and align learning initiatives with organizational goals. They will also develop and implement policies and procedures, manage relationships with other divisions, departments, and outside agencies, and provide complex administrative support to the Library’s Lifelong Learning Manager and Assistant Library Director.

 

Minimum Qualifications:

  • Master’s degree from an ALA accredited college or university with major course work in library and information science.
  • Five years of increasing responsible professional library experience.
  • Three years of administrative and supervisory responsibility.
  • Valid Texas driver’s license.

 

Preferred Qualifications:

  • Prior experience working in a public library setting

 

Essential Job Functions:

  • Championing the Library’s strategic goals and initiatives with the system’s mission, vision, and core values in mind.
  • Assuming management responsibility for assigned services and activities of the Library’s Lifelong Learning Division, including overseeing the Library’s Learning Management System (LMS) and working with library leadership to identify training needs across locations and staff roles.
  • Developing, delivering, and evaluating high-interest training content.
  • Supervising staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions.
  • Monitoring and evaluating the quality, responsiveness, efficiency and effectiveness of assigned departmental staff development programs and initiatives and working with employees on the continuous improvement of city services.
  • Managing and providing oversight for the department’s resource hubs and system-wide Program Catalog.
  • Managing and participating in the development and implementation of goals, objectives, policies and priorities for assigned division.
  • Adhering to the assigned work schedule as outlined in the Department and City attendance policies and procedures; ensuring all behaviors comply with the City’s Personnel Rules and Regulations.
  • Pursuant to the City of Fort Worth’s Code of Ordinances and Personnel Rules and Regulations, employees in this position cannot file an appeal of disciplinary actions taken against them.

  • Research methods, data collection and evaluation, and statistical analysis
  • Outcome-based planning and evaluation
  • Applicable state, federal, and local laws, rules, and regulations

  • Organizing work, setting priorities, and meeting critical deadlines with minimal supervision
  • Communicating ideas clearly and effectively, both verbally and in writing
  • Using strong interpersonal skills to build and maintain strategic relationships with internal and external stakeholders
  • Managing projects from initiation to completion

Ability to:

  • Present information with authority and confidence
  • Define problems, collect data, analyze facts, and draw valid conclusions
  • Manage time effectively and work independently
  • Travel between and work at various branch locations as needed
  • Work evenings and weekends as required

 

Working Conditions and Physical Demands

Work environment and physical demands may vary by assignment. Tasks may require standing, walking, sitting, reaching, bending, lifting, pushing, pulling, and other physical activities. Most positions are considered Sedentary Work, typically involving sitting with occasional exertion of up to 10 pounds of force.
