A Sr. Management Analyst job is available with the City of Fort Worth Neighborhood Services Department. This position is responsible for the financial and budgetary aspects of the Fort Worth Housing Finance Corporation and federal grant programs to maximize the impact of these resources for low- and moderate-income residents. Also, this position supervises one staff member who manages the City’s first-time homebuyers assistance program.
This is a grant funded overage position that will extend only to August 31, 2025, contingent upon grant funds availability.

Minimum Qualifications:
- Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field.
- Four (4) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.
Preferred Qualifications:
- Minimum of three years of experience using the following systems:
- PeopleSoft Financials and Quickbooks
- Integrated Disbursement and Information System (IDIS)
- Extensive knowledge and experience in the administration of multifamily affordable housing development partnerships financial reporting, including but not limited to developer fees, tax returns reviews, cash flow analytics, loan profile management, bank reconciliations, related statutes, regulations, policies and processes
- Supervisory experience and demonstrated success managing teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products
- Develop, monitor and report on multiple grant and operating budgets whose budgets may involve multiple and/or complex funds.
- Comfortable with public speaking.
- Excellent written and verbal communication skills and good mathematical and/or financial skills
The Sr. Management Analyst job responsibilities include:
- Day-to-day financial and budgetary aspects of the City’s blended component unit of the Fort Worth Housing Financial Corporation (FWHFC), including financial components of 14 affordable housing development partnerships, development of annual budget, coordination of annual audit, monthly financial statements and reporting requirements.
- Financial and budget administration of the City’s Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) and other grant programs, including compliance with federal and state reporting requirements, annual budget preparation, reconciliations of HUD grants with City’s Financials, regular consultation and communication with HUD program staff and upper leadership.
- Preparing grant reimbursement request and reports for CDBG, HOME, and other federal or state grant programs.
- Preparing financial statements and forecasts, identifying possible budget overruns and opportunities to realize additional revenue and to cut expenses, conducting detailed analysis, and coordinating with senior leaders to identify an appropriate solution.
- Monitoring the expenditure of grant funds to ensure accountability; and preparing reports, dashboards, and briefings to senior management regarding timeliness, red flags, and other grant reporting requirements.
- Overseeing the staff that manages the City’s First Time Homebuyers Assistance Program (HAP).
