
Public Works Division Manager
Civil Science is seeking an experienced and motivated Public Works Division Manager to lead and grow our Utah Public Works team.
We’re looking for a licensed engineer who is excited about what they do — someone who enjoys mentoring teams, building client relationships, and delivering high-quality municipal infrastructure projects that make a meaningful impact in our communities.
This is not a ground-up startup effort — you’ll be stepping into a well-established practice with trusted municipal clients, a defined strategic direction, and a strong team.

What You’ll Do:
- Drive strategic direction for the public works division, aligned with company goals.
- Lead division level planning, budgeting, forecasting, and performance tracking.
- Drive division-level quality, risk management, and safety compliance.
- Develop staff through mentoring, hiring, and company performance management programs.
- Represent Civil Science in municipal, regional, and state forums and industry organizations.
- Lead business development efforts for the UT public works market by identifying new clients and expanding the company’s current and past client relationships, pursuing strategic opportunities, and overseeing proposal development.
- Monitor municipal funding cycles and position the Division for upcoming opportunities.
- Cultivate long-term relationships with agencies, councils, and community partners.

What Qualifications You’ll Need:
- Active Professional Engineering License (PE)
- Bachelor’s degree in Civil Engineering required
- 12+ years of experience with strong technical background in public works and civil infrastructure projects
- Proven ability to sustain and grow revenue-generating client relationships in the Utah public works market.
- Strong communication, organization, and leadership skills.
- Ability to travel and meet client needs throughout Utah and potentially in surrounding states.
- Must be able to sit for prolonged periods while working on a computer; lift up to 50 pounds; work on active construction sites with uneven terrain, varying weather conditions, and moderate to high noise levels; and stand, walk, climb, balance, stoop, kneel, crouch, or crawl as required.
