Job Summary
The Program Control Analyst (PCA) is responsible for the financial and operational health of complex projects. You will serve as the primary strategic partner to the Program Manager, providing the data, forecasting, and analysis necessary to ensure projects are completed on time and within budget. You will translate raw financial data into actionable insights to drive executive decision-making.
Key Responsibilities

Budgeting & Forecasting: Establish and maintain project cost baselines. Perform monthly "Estimate at Completion" (EAC) and "Estimate to Complete" (ETC) updates.

Performance Measurement: Utilize Earned Value Management (EVM) techniques to monitor project health. Analyze $CPI$ (Cost Performance Index) and $SPI$ (Schedule Performance Index) to identify trends.

Reporting: Generate comprehensive monthly status reports (MSRs) and financial dashboards. Ensure accuracy in internal accounting and external client billing.

Schedule Integration: Work closely with technical leads to maintain the Integrated Master Schedule (IMS). Identify critical path delays and propose recovery plans.

Risk Management: Quantify financial risks and opportunities. Maintain a risk register and estimate the "most likely" cost impacts of potential hurdles.

Compliance: Ensure all project activities adhere to company policies, GAAP (Generally Accepted Accounting Principles), and (if applicable) government contracting standards like CAS or FAR.
Required Qualifications

Education: Bachelor’s degree in Finance, Accounting, Business Administration, or a related technical field.

Experience: 10+ years of experience in project controls, financial analysis, or project management.

Technical Skills: * Expert-level Excel skills (modeling, nested formulas, data visualization).

Proficiency in project management software and the google suite (namely google sheets)

Familiarity with ERP systems (e.g., Workday Adaptive)

Soft Skills: Strong negotiation skills and the ability to challenge assumptions made by technical teams regarding spend and progress.
Preferred Qualifications

PMP (Project Management Professional) or EVP (Earned Value Professional) certification.
