Compliance Analyst (Prevailing Wage and Apprenticeship)

ABOUT THE ROLE

The Compliance Analyst will oversee the Prevailing Wage and Apprenticeship (PWA) compliance requirements for all on-site laborers by coordinating with the PWA data auditor. The coordinator will manage the flow of payroll data from the on-site laborers to the PWA data auditor and work with all interested parties to resolve areas of non-compliance. This role is based in Boise, ID and will work a hybrid schedule. We are not currently accepting applications for 100% remote work. 

WHAT YOU'LL DO

  • Analyze internal business systems to ensure compliance with Prevailing Wage and Apprenticeship regulations.
  • Update and implement the company’s Prevailing Wage and Apprenticeship policies.
  • Assist with developing risk management strategies.
  • Assist in the design of control systems to address cases of EPC violation of Prevailing Wage and Apprenticeship policies.
  • Liaise with other departments to ensure that all business operations are in line with PWA compliance policies.
  • Monitor certified payroll for both internal self-perform projects and external subcontractors.
  • Review all public contracts (and any private that have special requirements) for labor requirements (certified payroll, skilled labor, local hire, diversity, and other such labor related requirements), and then work with the project teams and appropriate departments to ensure appropriate plan in place to monitor and report, as well as to ensure proper submissions to agencies.
  • Issues requests for missing and revised documentation and corresponds with the applicable contractor’s staff to ensure compliance.
  • Work with LCP Tracker, and other compliance monitoring software to review and approve certified payroll and payroll documents.
  • Perform federal, state, and local Prevailing Wage and Apprenticeship analysis, in light of IRS regulations and PWA consulting guidance.
  • Monitoring tax compliance requirements across multiple domestic entities and managing ongoing tax audits.
  • Collaborate with individual department, as well as cross-functionally with other departments within the organization.
  • Maintain organizational excellence in terms of project timelines and deliverables.

MINIMUM REQUIREMENTS

  • Education: Bachelor's degree or equivalent years of experience.
  • Experience: Minimum of 1 year of experience in construction management, payroll or tax.
  • Technology: Proficiency with Microsoft Office Suite, and an ability to learn company-specific software programs, tools, processes, and machines.
  • Skills/Attributes:
    • Working knowledge of financial statements, journal entry details and accounting skills.
    • Understanding financial systems, business processes, organization structure and the legal structure as it relates to filing requirements and planning opportunities for the company and all its related entities.
    • Self-motivated to work through complex problems and competing priorities, including a high level of detail and organization.
    • Effective verbal and written communication skills.
