Working Title: Senior Business Analyst – Estimating
Compa Industries is searching for qualified candidates for a Senior Estimator / Senior Business Analyst – Estimating position supporting Savannah River Nuclear Solutions (SRNS), LLC and the NNSA Capital Projects mission.
Salary: $80-$90/hr
Location: Aiken, SC
Citizenship: US citizenship Required
Work Schedule: 40-hour work week; schedules may include 5/8s, 4/10s, or 9/80s. Overtime may be expected at times to meet deliverables
Clearance: Candidates must have the ability to obtain and maintain a Q Clearance.

Candidates must meet the following required experience criteria:
- Minimum of 10 years of experience in engineering, construction, operations, estimating, scheduling, project controls, proposal development, and/or project management.
- Must be U.S. Citizens
- Demonstrated estimating specialty experience, including conceptual estimating, coordination with technical personnel, interfacing with engineers, and knowledge of field construction techniques, labor, and equipment requirements.
Impact
The Senior Estimator / Senior Business Analyst – Estimating will provide project controls, estimating, and scheduling support services to the NNSA Capital Projects mission undertaken by SRNS. This role supports comprehensive evaluation and assessment of project scopes, including cost estimating and scheduling, to help maintain cost and schedule control throughout the life cycle of complex projects and work activities.
Responsibilities and Duties
Responsible for organizing, developing, analyzing, and maintaining project controls, financial analysis, or estimating applications required to monitor established objectives and prepare status and management reports that identify variances in work execution strategy and recommend solutions.
Additional responsibilities include:
- Coordinate and provide limited direction of estimating activities under limited supervision.
- Develop complete cost estimates for facilities with varying degrees of complexity using basic estimating principles and concepts.
- Support conceptual design estimates based on less than 15 percent complete designs, which may determine upper project funding limits.
- Ensure validity of project coding structures and work packages for the scope of work.
- Design or assist in designing a Work Breakdown Structure suitable for capturing all cost components.
- Participate with the Lead Estimator in developing the estimate basis.
- Identify areas of incomplete design definition in engineering drawings or other scope definition documents.
- Recognize omissions of necessary work scope elements.
- Develop quantity estimates for commodities within a discipline from drawings and use parametric estimating techniques for undefined scope.
- Develop quality material, labor, and subcontract take-offs.
- Coordinate information among Engineering, Purchasing, and Construction groups.
- Help determine the Project Execution Plan.
- Develop an understanding of indirect and conceptual estimating.
- Oversee development of discipline material take-offs, material pricing, and labor effort-hour units.
- Provide detailed and credible explanations of complex estimates to internal and external customers.
- Use negotiating skills and tradeoffs to generate acceptance.
- Perform tasks related to establishing or implementing cost estimating databases using field, technical, and commercial/industrial information.
- Perform trend analysis and evaluate data to support recommended database changes.
- Present information and recommendations to upper management as needed.
- Prepare discipline change order estimates for use with Baseline Change Proposals.
- Develop and maintain project-level and control-account-level specialty estimating schedules.
- Prepare estimate analysis within the discipline.
- Maintain established specialty estimating systems, procedures, and manuals.
- Review and provide input to specifications for engineered equipment and/or subcontracts.
- Review and provide input to estimators on labor and other-than-labor resources needed to perform the scope of work.
- Provide input to schedulers on activity sequence, durations, and logic.
- Provide input to management regarding risk-informed schedules used to establish milestones and PBIs.
- Provide input to technical writers for BOEs, BOS, and WBS data dictionary.
Minimum Qualifications
- Strong personal computer skills.
- Considerable proficiency using automated accounting, budgeting, cost management, and estimating systems.
- Working knowledge and understanding of project management and cost and schedule control at the tactical level.
- Knowledge of operations, maintenance, project startup, or construction.
- Demonstrated skill in conceptual estimating.
- Ability to coordinate with technical personnel and interface with engineers.
- Knowledge of field construction techniques, labor, and equipment requirements.
- Ability to apply concepts and methods to quantify work condition impacts on costs.
- Minimum of 10 years of experience in engineering, construction, operations, estimating, scheduling, project controls, proposal development, and/or project management.
- Five years of experience demonstrating knowledge of the desired area of subject matter expertise.
- Ability to review work for completeness as required by project specifications and scope definitions.
- Strong problem-solving, analytical, and interpersonal skills.
- Strong oral and written communication skills.
Desired Skills
- Active DOE clearance, L or Q, within the past two years is preferred.
Education and Experience Requirements
Candidates must meet one of the following education and experience combinations:
- Master’s degree in business, construction management, technical, engineering, or a related area and 2 years of practical experience.
- Bachelor’s degree in business, construction management, technical, engineering, or a related area and 5 years of practical experience.
- Associate’s degree and 8 years of practical experience.
- High school diploma and 12 years of relevant experience.
