About the Job

We are looking for a strategic and execution-focused HR professional to take on the role of Regional Manager, People Operations. This role is pivotal in scaling our People & Talent infrastructure across five dynamic markets: Singapore, Malaysia, Taiwan, Hong Kong, and the Philippines.

The Manager, People Operations will lead and evolve our HR operational infrastructure across Singapore, Malaysia, Taiwan, Hong Kong, and the Philippines. This role requires deep subject matter expertise in payroll operations - especially for Malaysia and Singapore, along with strategic oversight of regional processes, compliance, and employee experience. The ideal candidate is a highly organized, operationally excellent leader who can drive both daily execution and long-term improvements.

 

The Manager, People Operations will be responsible for:

People Operations

  • Oversee and lead People Operations processes across all five markets, ensuring consistency, local compliance, and service excellence.
  • Own payroll operations for Malaysia and Singapore, with deep knowledge of EPF, SOCSO, EIS, PCB, CPF, IRAS, and related statutory obligations.
  • Manage the entire payroll lifecycle, including:
    • Monthly reconciliation, variance analysis, and audit preparation.
    • Final pay processing, ensuring compliance with statutory requirements on notice periods, leave encashment, tax clearance, and benefits proration.
    • Leave-payroll integration for accurate entitlements and deductions during employee movement (onboarding, offboarding, unpaid leave).
    • Employee query resolution on complex payroll issues, such as tax, payslip discrepancies, or benefit calculations.
    • Support cross-border mobility, handling secondments and international transfers with appropriate payroll/tax alignment and local reporting.
    • Manage vendor relationships and ensure accurate, timely, and compliant payroll processing across all countries.
  • Oversee day-to-day office operations, including pantry supplies, stationery stock, and asset inventory management, ensuring a well-equipped and welcoming workspace.
  • Manage workplace vendors for cleaning, security, maintenance, and courier services to ensure service quality and cost-effectiveness.
  • Support workplace policy implementation, safety compliance, and facilities upkeep in collaboration with regional stakeholders.
  • Coordinate office logistics for onboarding/offboarding (e.g., access cards, seating, welcome kits) and support team events or employee gatherings as needed.

Benefits & Insurance

  • Lead the annual renewal and consolidation of employee insurance plans across the region, ensuring competitive coverage, cost optimization, and statutory compliance.
  • Oversee benefits administration, including eligibility tracking, claims support, and employee education.
  • Act as the primary escalation point for vendor-related claims issues or service gaps, ensuring employee satisfaction and service-level accountability.

HR Systems & Data

  • Administer and continuously improve the Workday HRIS, ensuring clean data input, reporting accuracy, audit readiness, and system optimization.
  • Support compensation cycles, performance reviews, and headcount reporting through reliable systems and data.

Employee Lifecycle & Compliance

  • Manage key HR processes including onboarding, offboarding, contract changes, MOM filing and documentation.
  • Ensure operational adherence to employment legislation across Southeast Asia, proactively updating processes to remain compliant.

People & Workplace Experience

  • Partner with office leaders to deliver a seamless and inclusive on-site employee experience across regional offices.
  • Oversee workplace vendors, office policies, and day-to-day facilities management to support safety, service, and culture.

Process Improvement & Risk Management

  • Identify gaps and inefficiencies across workflows, driving automation, simplification, and scale.
  • Ensure robust internal controls are in place to minimize operational, payroll, and compliance risks.
  • Serve as a strategic partner to Finance, Legal, and Country Managers in strengthening HR compliance and operational effectiveness.

In this role, we are looking for someone with:

  • 8–12 years of progressive HR operations experience, including regional exposure across Southeast Asia 
  • Expertise in MY & SG payroll processing, statutory compliance, and end-to-end execution.
  • Strong understanding of multi-country payroll and employment regulations.
  • Demonstrated experience managing teams across multiple geographies.
  • Strong proficiency in Workday or similar HRIS platforms and driving process automation and data integrity.
  • Operationally excellent, highly organized, and outcomes-oriented.
  • A people-first mindset with a strong service orientation.
  • Thrives in ambiguity and can balance strategic thinking with strong execution.

How long do we hold your personal data?
