We're looking for a Chief Operating Officer (COO) to serve as a senior executive responsible for the operational, financial, and growth performance of the Company in support of federal contracting activities. The COO oversees corporate infrastructure, program execution, and business growth initiatives to ensure operational excellence, contract profitability, customer satisfaction, and organizational scalability. This role works in close partnership with the Chief Executive Officer to execute strategic priorities, expand market presence, and ensure delivery of high-quality services across all federal programs and contract vehicles.
Core Responsibilities:
Corporate Operations & Departmental Oversight
Oversee corporate operations and key functional areas, including Human Resources, Contracts, Finance, Program Management, Proposal Development, and Quality (ISO/CMMI). Ensure strategic alignment, regulatory compliance, and efficient execution across all functions to support business performance and growth.
Financial & Contract Performance
Support the CEO in maintaining contract profitability. Monitor costs, labor utilization, and contract performance, and assist with pricing strategy, contract negotiations, and execution planning.
Executive Leadership & Strategic Execution
Translate corporate strategy into operational plans and lead special initiatives as directed by the CEO. Provide leadership and oversight to Operational Directors and Program Managers.
Strategic Customers & Partner Relationships
Lead federal customer and partner engagement, including executive briefings and industry representation.
Service Delivery Excellence
Ensure high-quality, compliance, and on-time delivery across all programs and task orders (ISO/CMMI)
Business Development & Marketing Oversight
Provide executive governance of Business Development and Marketing to ensure alignment with corporate growth objectives and federal market expansion strategies. Day-to-day execution is led by the Vice President of Business Development, with the COO maintaining performance accountability and operational integration.
Areas of Accountability include:
- Provide executive leadership and strategic direction to the Vice President of Business Development and associated Capture, Marketing, and Proposal teams.
- Ensure Business Development strategy aligns with corporate growth priorities, contract portfolio expansion, and long-term revenue goals.
- Maintain executive oversight of the opportunity pipeline, including value, probability, and timing.
- Review and approve capture strategies for priority pursuits and major contract vehicles, including multiple-award IDIQs.
- Ensure capture and proposal efforts are properly resourced and operationally supported.
- Guide bid decisions, pricing alignment, and proposal investment priorities.
- Support executive engagement with federal customers, partners, and industry stakeholders to strengthen market position.
- Ensure marketing and brand strategy support growth objectives.
- Oversee the effectiveness of Business Development processes, systems, reporting, and performance metrics.
- Additional duties as per the direction of the CEO
Basic Qualifications
- BS Degree or equivalent years of experience
- 20+_ years of DoD, State and Commercial contracting experience
- Over 12 years of senior management experience in overseeing organizations and or companies
- 10 years’ experience in managing P&L for organizations and/or large complex program
- 10 + year of experience in managing business development and capture
- 20+ years of proposal development
- Security Clearance or eligibility for Security Clearance required
