Summary: The Director of Systems and Programming Services provides strategic, operational, and technical leadership for the Women, Infants, and Children (WIC) Information Technology (WIT) team, overseeing the WiSE/Electronic Benefits Transfer (EBT) data system. This role is responsible for directing technology initiatives, managing complex systems, and ensuring compliance with federal and organizational standards.
Responsibilities:
- Provide leadership, direction, and technical support for the WIT team and supported systems.
- Coordinate the work of the Product Manager, Development Supervisor, Project Manager, and Network Systems Administrator.
- Direct the full systems development life cycle for various WIC applications and technologies.
- Serve as the senior technical and operational point of contact from project inception through implementation and support.
- Develop and maintain technology strategies, roadmaps, governance procedures, and performance reports.
- Monitor the availability, performance, security, and integration of supported applications and technologies.
- Oversee requirements analysis, solution architecture, development, testing, and operational readiness activities.
- Coordinate cybersecurity, data privacy, and compliance activities with internal and external partners.
- Evaluate and recommend technologies that improve service delivery, reliability, security, and operational efficiency.
- Lead procurement, contract negotiation, and performance monitoring of vendor deliverables and budgets.
- Build and maintain effective relationships with stakeholders and communicate technology status and recommendations.
- Identify and implement process improvements and report on service quality and team effectiveness.
- Ensure compliance with Department data security procedures and policies.
Required Skills:
- Minimum of eight years of experience with Oracle 12c SQL/PLSQL and related technologies.
- Six years of experience with cellular communication protocols and application development.
- Two years of experience with IBM Cloud service offerings and Watson-based development.
- Eight years of experience leading enterprise information systems and supporting technologies.
- Five years of experience managing technical staff and coordinating work across various disciplines.
- Five years of experience directing full systems development life cycles.
- Five years of experience in strategic technology planning and compliance with regulations.
- Five years of experience managing vendor relationships and technology budgets.
- Five years of experience supporting high availability and transaction-based systems.
- Experience communicating complex technology matters to various stakeholders.
- Knowledge of public sector IT governance and relevant legal and policy applications.
