Business Analyst/Functional Lead
TACG is seeking a Business Analyst/Functional Lead to join our team supporting the United States Coast Guard (USCG) in designing, deploying, and maintaining the Vessel Incidental Discharge Act (VIDA) Data Management system (DMS) to implement, monitor, and enforce regulations for vessel incidental discharges. This will be a cloud-based, Low-Code Application Platform (LCAP) solution using Appian.
The Business Analyst/Functional Lead will be fully responsible for capturing and articulating the user requirements to successfully achieve USCG VIDA DMS goals and objectives.
Work Location:
The Business Analyst/Functional Lead may work remotely, but may be required to attend occasional onsite USCG meetings in the DC Metro Area or West Virginia. Optimally, the Business Analyst/Functional Lead will reside one hour travel time from the DC Metro Area.
Responsibilities(include but are not limited to):
- Conduct analyses and interview users to capture requirements, especially related to functions, performance, system and security
- Fully understand the process and data flows of the system
- Map the requirements to developer user stories
- Develop and maintain a requirements traceability matrix
- As necessary, review the requirements and clarify/revise them based on discussions with appropriate USCG parties
- Formulate a group of users, and oversee the execution of the User Acceptance Test (UAT) for each software release
Requirements(include but are not limited to):
- Security Clearance:
- Must have or be eligible for a Tier 1 background investigation.
- Must be a U.S. citizen
- Education:
-
- Bachelor's degree, preferably in Information Technology, Computer Science or an IT related field. Relevant experience may be used in lieu of a degree.
- Experience:
- At least five (5) years of related experience serving as a business analyst
- Experience with USCG is a plus
- Experience with VIDA DMS is a definite plus
- Experience with Appian or other LCAP solutions is a plus
- Experience with cloud implementations is a plus
