Human Resources Classification Specialist
Coho Consulting Group is seeking a Human Resources Classification Specialist to support the Washington Headquarters Services (WHS) Human Resources Directorate (HRD), providing staff-level advice to customers in the development of solutions to a variety of complex problems in position management, organizational alignment, and desk audits.
Organizations serviced are complex, dynamic organizations primarily with large numbers of diverse, hard to fill, and one of a kind professional, technical, or administrative positions. Many positions are diverse high grade supervisory and managerial positions ranging from professional and scientific occupational positions to high level administrative and program management positions in both competitive and executive service.
100% onsite, at the Mark Center in Alexandria, VA. Reports to the Project Manager.
Responsibilities (include but are not limited to):
- Provides authoritative advice and position classification/position management services on a continuing basis to all WHS serviced Components.
- Provides technical advice to managers in exercising their delegated classification authority.
- Provides position management and classification support to assigned organizations under various personnel systems.
- Applies a thorough understanding of classification principles, and concepts to interpret and adapt classification standards/guides to secure sound classification on positions.
- Advises managers on the position classification process and the use of various classification references and automated tools.
- Makes determinations in the proper crediting of factor levels, and ultimate allocation of grade levels to positions.
- Communicates grade distinctions to management with supporting criteria and justification.
- Provides recommendations to management on organizational design.
- Prepares and reviews positions and/or job descriptions.
- Writes reports of and prepares evaluation statements as required for internal activity use or in response to external requirements.
- Responsible for position classification determinations of competitive level, factor levels, FLSA applicability, supervisory/managerial codes; need for submission of financial statements; acquisition program documentation, etc.
- Locates, interprets, analyzes and applies OPM and Inter-Agency Classification Standards and Guides.
- Determines the correct classification by comparison to existing standards related to the work.
- Explains the standards, classification decisions, and impact of designated duties on classification.
- Conducts desk audits and position reviews and discusses the classification appeal procedures to employees, supervisors, and operating officials or managers.
- Inputs and extracts data from a wide variety of source materials, to include, but not limited to DCPDS, USA Staffing, and Defense Ready. Ensures the prompt processing of all personnel Classification actions and accurate position documentation in DCPDS. Builds and validates positions in DCPDS to prepare actions for processing. Maintains an accurate automated tracking system of all classification actions. Obtains data and reports from DCPDS and other HR automation systems, performs a variety of special projects, e.g. quality control of position data in DCPDS, positions builds, and merit pay reviews.
- Advises organizational leadership regarding classification, position management, organizational alignment and to address questions regarding aspects of classification strategies.
- Expected to independently carry out assignments and provide sound management advice to operating officials.

- Experience:
- At least five years of government Classification experience, preferably within the Department of Defense or Field Activities.
- Experience with DCPDS, USA Staffing, Defense Ready, and additional federal HR-related products.
- Knowledge of a wide range of HR classification principles, concepts, laws, policies, and procedures coupled with seasoned consultative skills to provide staff-level advice, develop solutions to complex issues, manage projects, prepare briefings and provide recommendations to improve internal operations.
