System Manager
Coho Consulting Group is seeking a highly experienced System Manager to serve as the single point of contact to the Government with full corporate authority for directing, executing, and controlling all contract activities at Hill Air Force Base, Utah, supporting the Maintenance and Business Systems Modernization (MABSM) environment. This role provides senior-level leadership, governance, and operational oversight across system implementation, sustainment, analytics, and technical services in direct support of Air Force mission requirements.
The System Manager is accountable for contract compliance, performance quality, schedule adherence, risk management, and customer satisfaction while leading multidisciplinary teams across geographically dispersed locations.
Responsibilities (include but are not limited to):
- Serve as the primary interface with the Government Program Manager, COR, and Contracting Officer.
- Provide overall leadership, governance, and operational oversight of all contract activities.
- Plan, organize, direct, and control personnel, processes, and resources to meet PWS and Task Order requirements.
- Develop and maintain Master Project Plans, including WBS, schedules, milestones, and dependencies.
- Oversee execution of ID/IQ task orders, ensuring scope alignment, staffing, and delivery performance.
- Ensure timely and high-quality delivery of all CDRLs, including status reports, training plans, technical documentation, and user guides.
- Oversee daily system operations, including application sustainment, enhancements, troubleshooting, and lifecycle management.
- Ensure use of Government-directed ITSM, change management, and configuration control processes; enforce CCB/Steering Committee approvals.
- Identify, track, and mitigate programmatic, technical, and schedule risks.
- Ensure compliance with Air Force, DoD, RMF, cybersecurity, OPSEC, data protection, and information assurance requirements.
- Assign, supervise, and evaluate contractor personnel; ensure staffing aligns with mission and surge needs.
- Communicate program status, risks, and mitigation strategies through executive briefings and reports.
- Promote continuous improvement, Lean/CPI participation, and best-practice adoption.
Essential Job Qualifications and Requirements:
- Security Clearance:
- Active Secret Clearance
- Education and Certifications:
- Bachelor’s degree in Business, Information Systems, Engineering, Logistics, Program Management, or related field (Master’s preferred)
- APICS certification (CPIM, CSCP, CLTD, or equivalent) required and maintained throughout contract performance
- PMP, PgMP, ITIL, or equivalent program management certification preferred
- Required Experience and Skills:
- 8–10 years managing large-scale IT, logistics, or enterprise business systems programs
- Minimum 5 years serving as a Program Manager or System Manager on Government IT or sustainment contracts
- Experience managing ID/IQ task orders, multiple workstreams, and geographically dispersed teams
- Experience supporting DoD or Air Force organizations, preferably in depot maintenance, logistics, or sustainment environments
- Proven experience overseeing implementation and sustainment of ERP, MRO, logistics, or maintenance systems
- Skills & Competencies
- Working knowledge of MRO or comparable logistics/maintenance systems.
- Experience with ITSM, change management, configuration management, and release control.
- Understanding of system lifecycle management and application modernization.
- Strong executive communication and stakeholder coordination skills.
