Program Manager
Coho Integrated Solutions is seeking a Project Manager to lead and coordinate contractor support for analysis, assessment, policy development, and program evaluation of Marine Corps physical fitness and readiness programs, Quantico, VA. This includes oversight of data collection, trend analysis, methodology development, and the validation of physical performance standards. The position ensures timely delivery of analytical products, executive-level materials, and program recommendations to TECOM HPB leadership, while supporting the development of policies, doctrine, training standards, and communication strategies aligned to Marine Corps mission requirements.
This position provides contract support to the United States Marine Corps Training and Education Command (TECOM), Human Performance Branch (HPB), delivering technical, analytical, and administrative support for the development, revision, validation, and assessment of Marine Corps Physical Fitness Programs (MCPFP) and the Marine Corps Total Fitness (MCTF) strategy. The role operates in a military staff environment, requiring coordination with TECOM personnel and external stakeholders to support physical readiness testing, policy and doctrine development, publications, and human performance communication initiatives.
Responsibilities (include but are not limited to):
- Prepare and deliver data analysis, including integrated datasets and trend reports, to TECOM HPB leadership
- Support analysis, development, validation, and modification of physical readiness programs (MSPS, PFT/CFT, ISA, MCS)
- Develop methodologies and analytical tools to validate requirements and inform new standards
- Recommend Courses of Action (COAs) and assess impacts to programs based on analytical findings
- Develop and refine quantifiable Measures of Effectiveness (MOEs) aligned to mission objectives
- Evaluate program performance and modifications against established MOEs
- Support development, drafting, editing, and review of physical fitness policies and doctrine
- Prepare executive-level briefings and information papers for senior leadership audiences
- Assist in development and maintenance of Training and Readiness (T&R) Manuals, guidebooks, and handbooks
- Support doctrine development (Tactical and Reference Publications) through research, writing, and publication processes
- Participate in working groups and provide In-Progress Reviews (IPRs)
- Coordinate with TECOM HPB personnel and external stakeholders in a military staff environment
- Draft high-level briefings, information papers, and graphics solutions for General Officers (GO)/Senior Executive Service (SES) and DON briefings
- Utilize data-driven platforms for analysis and reporting, including:
- Microsoft Power BI for dashboards and visualization
- Microsoft Power Automate for automation
- Artificial Intelligence (AI) tools for analytics and content development
- Support use of DON-ETMS2 for drafting, review, and management of policy and doctrine tasks
- Perform other duties as assigned
Essential Job Qualifications and Requirements:
- Education and Certifications:
- Bachelor’s degree in a relevant field. Master’s Degree in a relevant field (preferred)
- Required Experience and Knowledge:
- 8–12+ years in project/program management within DoD, military, or federal environments
- Experience in data analysis, program evaluation, and USMC specific policy/doctrine support
- Experience supporting human performance or physical fitness programs
- Knowledge of Marine Corps leadership, culture, and Training and Readiness (T&R) standards; Experience with Department of Defense is preferred
- Familiarity with Marine Corps Total Fitness (MCTF) and physical fitness programs
- Expertise in at least one: biomechanics, strength & conditioning, sports medicine, or data science
- Strong analytical, organizational, and problem-solving abilities
- Ability to operate in a military staff environment and manage time-sensitive tasks
- Experience with data analysis/visualization tools (e.g., Microsoft Power BI) and Microsoft Office
- Demonstrated professionalism, integrity, and ability to work effectively with military and civilian personnel
- Effective written and verbal communication, including executive-level materials
