Safety and Compliance Specialist

Clackamas, Oregon, United States

RECONCRAFT is the leading manufacturer of purpose-built vessels for military, government, and other professional organizations.  The Safety & Compliance Specialist is responsible for the safe, efficient, and compliant operation of all RECONCRAFT facilities.  This role oversees the creation and execution of a comprehensive safety program to ensure compliance with OSHA, EPA, and company policies in an ISO 9001 compliant manufacturing environment.

The successful candidate will foster and maintain a proactive and pragmatic safety culture aligned with RECONCRAFT’s operational objectives, balancing regulatory requirements with production realities and finding practical solutions that keep work moving safely.  This is a “hands-on” position that requires active participation as a team member to build trust with the team, not simply to observe and direct.

This role requires sound judgment and exceptional competence across occupational safety, environmental compliance, and regulatory management in a low-volume, high-mix marine manufacturing environment.

Essential Job Functions:

Safety & Compliance:

  • Develop, implement, and maintain safety programs, policies, and procedures to ensure compliance with OSHA, EPA, and local regulations
  • Conduct regular safety inspections, audits, and risk assessments throughout the facility and production floor
  • Lead safety training, toolbox talks, and new employee safety orientations
  • Work with team members at all levels to identify and remediate safety concerns
  • Investigate incidents, near-misses, and safety concerns, ensuring corrective actions are implemented and tracked
  • Coordinate hazardous materials handling, storage, and disposal processes in compliance with environmental regulations
  • Manage other environmental and/or safety-related items including, but not limited to, groundwater runoff monitoring, industrial hygiene, the hearing conservation program, and others
  • Maintain safety documentation and records to support audits and regulatory inspections in our ISO 9001 environment
  • Coordinate forklift, crane, and rigging safety oversight and training
  • Manage the confined space program
  • Coordinate all Personal Protective Equipment (PPE), including recertifications and inventory
  • Manage the subcontractor and visitor safety orientation program
  • Establish, maintain, and audit the OSHA 300/300A injury and illness recordkeeping logs and post and report as required by regulation
  • Develop and maintain the facility Emergency Action Plan and Fire Prevention Plan, and schedule and document evacuation and emergency-response drills
  • Serve as primary liaison with the workers’ compensation carrier and coordinate return-to-work and modified-duty programs for injured employees
  • Maintain Safety Data Sheets (SDS) and the hazard communication program, including chemical inventory and labeling

General:

  • Serve as the primary point of contact for facility emergencies and safety incidents
  • Support continuous improvement initiatives and RECONCRAFT’s ISO 9001:2015 quality assurance program
  • Promote a culture of safety awareness, accountability, and continuous improvement across the organization
  • Other tasks as required to support the company’s objectives and growth

Essential Job Requirements:

  • Education:
    • Bachelor’s degree in Occupational Safety, Environmental Health and Safety, or a related field preferred; equivalent practical experience will be considered
  • Required Knowledge/Experience:
    • 5+ years of safety management experience, preferably in a manufacturing or marine/shipyard environment
    • Strong knowledge of OSHA, EPA, and local environmental and safety regulations
    • Excellent communication, organizational, and leadership skills
    • Ability to work hands-on in a production environment with a proactive, solutions-oriented mindset
    • Strong attention to detail and quality deliverables
    • Expertise with the Microsoft Office software package
    • Employee must be a “U.S. Person” as defined Code of Federal Regulations, Title 22, Section 120.15
  • Preferred Knowledge/Experience:
    • Certifications such as OSHA 30, CFM, or CSP are a plus but not required; we value demonstrated field experience and judgment over formal credentials
    • Experience in a marine, shipyard, or composites/fiberglass manufacturing environment
    • Working knowledge of ISO 9001:2015 quality management system requirements
    • Experience managing confined space, hot work, lockout/tagout, and crane/rigging programs
    • Familiarity with environmental compliance including stormwater/groundwater runoff monitoring and hazardous waste handling
  • Physical Requirements:
    • Ability to walk, climb, and navigate industrial and marine environments
    • Ability to lift up to 50 pounds occasionally and wear PPE as required
    • Access various locations including confined spaces, ladders/vertical access, and working in tanks or compartments
    • Must also be able to bend, stoop, squat, and stretch to complete tasks
    • Ability to work long hours, when required, to meet deadlines and/or other deliverables, often on short notice

Working Conditions:

  • Office and heavy industrial manufacturing environment
  • Heavy workload handling concurrent programs, multiple priorities, timeframes, and deadlines

Other Responsibilities:

As a government contractor subject to the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA), we request this information in order to measure the effectiveness of the outreach and positive recruitment efforts we undertake pursuant to VEVRAA. Classification of protected categories is as follows:

A "disabled veteran" is one of the following: a veteran of the U.S. military, ground, naval or air service who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs; or a person who was discharged or released from active duty because of a service-connected disability.

Voluntary Self-Identification of Disability

Form CC-305
OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
