ORGANIZATIONAL SUMMARY
The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 100,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 300 employees, citywide.
PROGRAM SUMMARY
The Queens Supervised Release Program is the first program launched by the City of New York’s Supervised Release Initiative in 2009 and is the model for which Supervised Release Programs have evolved citywide. The program operates in Queens Criminal Court and serves individuals of all ages who are charged with felonies and misdemeanors, and who present a substantial likelihood of detention but are at risk of failing to appear in court if released on recognizance. It provides pretrial supervision and voluntary social service referrals to a wide array of community-based organizations which offer services including job training, employment, drug treatment, and mental health counseling. Participants remain in the community and are monitored to ensure court appearance with the goal of successful reconnection to their community. Clients are required to maintain face-to-face and/or telephone contact with a case manager, attend all court appearances, and avoid re-arrest.
POSITION SUMMARY
Under the direction of the Manager of Program Administration, the Program Analyst ensures quality assurance across program auditing, data management and reporting for the Supervised Release Program. This role is responsible for maintaining data accuracy, identifying and resolving discrepancies, and supporting the integrity of program operations through thorough quality control measures.
JOB RESPONSIBILITIES
Program Support
- Conduct a thorough review of progress reports for each participant’s court appearance, ensuring accuracy and timely submission.
- Maintain and audit live tracking spreadsheets, submit documentation to all necessary parties, and enter relevant data points into our program database.
- Identify and correct data discrepancies to ensure accuracy and completeness.
- Utilize the agency’s database and court calendars to verify client outcomes, including rearrests, Failure-to-Appear (FTAs) and exit information.
- Participate in User Acceptance Testing (UAT) to support the ongoing development of the agency’s client management system.
- Retrieve and compile comprehensive reports from the database, conduct a quality control review to identify and correct discrepancies, and communicate findings to appropriate staff member for further follow-up
- Serve as a point of contact for case management staff, providing guidance on policy compliance and ensuring quality standards in daily operations.
- Support cross-functional initiatives as needed by collaborating with internal teams to explore process improvements.
- Other programmatic support as assigned by the Manager of Program Administration and/or senior leadership.
Office Administration
- Attends weekly team meetings and monthly staff meetings to stay abreast of program deliverables and changes in practice or policies.
- All other clerical and/or administrative tasks as assigned by the Manager of Program Administration and/or senior leadership.
REQUIRED QUALIFICATIONS:
- A bachelor’s degree from an accredited college is strongly preferred, with at least one year of relevant work experience (e.g. data management, auditing, or quality assurance). While there is a preference for criminal justice and related social science majors, all interested majors are welcome to apply. Current employees with at least 1 year of experience as an Office Assistant, PTA, or Court Rep are encouraged to apply.
- Strong ability to multitask and synthesize information from multiple data sources (e.g. databases, client management systems, or online resources).
- Demonstrate ability to analyze and resolve data discrepancies through critical thinking and quality control measures.
- Excellent proofreading skills, including grammar, sentence structure, punctuation, with keen attention to detail, particularly in court-relevant documentation and database accuracy.
- Strong verbal and written communication skills, with the ability to interact effectively with personnel at all levels.
- Proficient in Microsoft Suite with advanced Excel skills (e.g. sorting, filtering, analysis, etc.)
OTHER REQUIREMENTS:
- Ability to complete tasks self-directed with minimal oversight and exercise informed judgment.
- Adaptability to evolving policies, procedures, and technological tools.
- Highly organized with the ability to manage competing priorities and deadlines.
- Commitment to maintain confidentiality and professionalism when handling sensitive court-related information.
- Familiarity with the courts, with Alternative to Detention (ATD), Alternative to Incarceration (ATI) or other advocacy program models or outreach programs.
- This position is based at CJA’s Central Office, but some events or projects may require scheduled time at other CJA locations.
LOCATION: New York, NY
Shifts are as follows:
Monday-Friday 9am-5pm
Salary: $65,292.32
Note: This is a hybrid work schedule 3 days in office 2 days remote. Monday/Friday remote Tue-Th in office.
