Job Description

CSCI is seeking an Implementation Subject Matter Expert (SME)  to provide specialized support, analysis, and research related to complex enterprise technology and business process challenges within a Federal or Department of Defense (DoD) environment. This role supports the successful implementation, sustainment, and enhancement of Oracle E-Business Suite (EBS) systems and related enterprise tools. The SME will serve as a technical resource on executive-level project teams, providing expert guidance, interpreting requirements, and evaluating innovative solutions. This is a non-key, intermediate-level role ideal for candidates with strong Oracle EBS functional knowledge and proven experience supporting implementation and sustainment efforts within a shared services context.

Responsibilities

  • Provide subject matter expertise for the full lifecycle of Oracle EBS implementations, including planning, configuration, testing, and post-production support
  • Serve as a functional expert across Oracle EBS R12.2.5 or higher modules
  • Deliver advanced technical and functional support for implementation and sustainment efforts, using tools such as Oracle Data Integrator (ODI) and Oracle Enterprise Data Quality (EDQ)
  • Analyze and solve exceptionally complex functional and system-related problems with innovative, actionable solutions
  • Collaborate with executive-level stakeholders, technical teams, and cross-functional staff to interpret business needs and align them with IT capabilities
  • Contribute to the development of new methodologies, concepts, and standards that improve the delivery and performance of enterprise solutions
  • Act as a technical resource on major development and upgrade projects, ensuring compliance with DoD and federal business process standards
  • Communicate clearly and effectively through written reports, presentations, and technical documentation

Minimum Requirements

  • Minimum of four (4) years of experience supporting DoD or Federal Oracle shared service providers
  • Active Federal Secret Security Clearance
  • Demonstrated experience with Oracle E-Business Suite R12.2.5 or higher
  • Strong understanding of federal and DoD business processes
  • Experience with Oracle EDQ and ODI tools related to system implementation and sustainment
  • Ability to work independently, manage priorities, and contribute to long-term project goals
  • Creativity and adaptability in problem-solving
  • Ability to work with clients to understand their needs
  • Strong organizational and time-management skills
  • Excellent written and verbal communication skills
  • Professional presence

Preferred Skills

  • Experience in a federal or DoD implementation environment
  • Knowledge of one or more IT domains such as enterprise architecture, systems integration, software development, security, or network systems
  • Functional expertise in finance, logistics, or operations research within a government context
  • Experience working in secure environments with sensitive data
  • Strong communication and interpersonal skills for advising users and collaborating with IT teams
  • Knowledge of compliance standards related to data storage and access (e.g., HIPAA, FISMA, or similar)
  • Ability to work in a team environment, as well as independently
  • Strong customer and vendor relationship skills
  • Demonstrated ability to comply with data standards and policies
  • Motivation to learn new technologies and methodologies that demonstrate value
  • Past experience working with a federal agency 
  • Department of Defense experience is a plus!
