Urban Planning Technician (FT - Hybrid)

JOB SUMMARY
Under close supervision, performs a variety of entry-level and routine professional urban planning assignments. This is the entry-level classification in the Planning series. This position is assigned to receive explicit direction and training, develop practical experience by performing routine and standardized duties and must possess functional knowledge of the basic principles and theories required to perform the work. Reports to Senior Planner or Principal Planner.
- Participate in a variety of planning projects.
- Assist staff in the collection, research, and analysis of data.
- Assist staff with preparation of written reports and recommendations related to zoning, land use and other related fields or issues.
- Review applications for compliance with ordinances, and departmental policies and procedures. Prepare preliminary reports concerning actions for the Planning Commission with the assistance of management staff.
- Maintain and updates various contracts, records, and resources.
- Coordinate projects and programs with other departments and agencies to meet established deadlines.
- Research and investigate designated aspects of the general plan, special projects or code amendments and make recommendations based on findings.
- Research, collect and analyze data.
- Write special project reports or assigned portions of the general plan.
- Prepare environmental impact studies related to projects including the research and analysis of pertinent information.
- Assist the public over the phone, via email or at the counter.
- Respond to incoming correspondence and assist individuals in completing various applications.
- Perform minor plan checks at the counter as they relate to zoning and subdivision requirements.
- Perform plan checks, including occasional field checks, in order to assure that plans meet zoning and ordinance requirements before submission to the City Council, Planning Commission, Zoning Administrator, and/or other boards or appropriate committees.
- Coordinate site, parking, and landscape plans as may be required and follows up on conditions of approval; checks preliminary subdivision maps.
- Process planning entitlement applications to the Zoning Administrator, Planning Commission, or City Council including but not limited to Conditional Use Permits, Variances, and Zoning Text Amendments.
- Report to work as scheduled and work various hours, including nights and weekends as deemed necessary by manager/supervisor, to conform with changing priorities and meet deadlines.
- Maintain regular and consistent attendance record.
- Perform other related duties as required.
QUALIFICATIONS
- Bachelor’s Degree in Planning, Urban Planning, Landscape Architecture or other closely related field from an accredited college or university.
- At least 6 months of professional urban planning experience or an internship with a municipality or other local government agency.
- Any combination of experience and training that would provide the required knowledge and abilities.
- Possession and maintenance of a valid Class “C” California driver’s license with a satisfactory driving record is required.
Skills, Knowledge and Abilities:
- Principles of mathematics and their application to planning work.
- Basic principles and practices of urban and regional planning and zoning.
- Applicable federal, state, and local laws, codes and requirements.
- Ability to be flexible and adapt to varying work environments such as working directly at a client site, from an assigned office location, able to work remotely, and/or from other locations as necessary.
- Basic concepts of architecture, site planning urban design, and landscaping as they relate to the process of urban planning.
- Research methods as applied to the collection and analysis of data pertinent to urban planning and environmental studies.
- Principles of basic mathematics and their application to planning work.
- Modern office methods, practices, procedures, and equipment including related computer hardware and software.
- English usage, grammar, and punctuation.
- Methods and techniques of effective technical report preparation and presentation.
- Interpret basic planning and zoning programs to the general public; identify and respond to issues and concerns.
- Read plans and specifications and make site visits as needed.
- Conduct routine research projects, evaluate alternatives and make sound recommendations.
- Read, interpret, apply, and explain fundamental technical written materials and federal, state, and local policies, procedures, laws, regulations, ordinances, and City planning policies and procedures.
- Read and understand basic technical drawings and specifications.
- Perform mathematical and planning computations with precision.
- Communicate effectively both orally and in writing.
- Establish and maintain a variety of filing, record keeping, and tracking systems.
- Make sound decisions within established policy and procedural guidelines.
- Organize work assignments, set priorities, and meet critical time deadlines.
- Operate modern office equipment, including computer equipment and applicable software programs.
- Use English effectively to communicate in person, over the telephone and in writing.
- Use tact, initiative, prudence and judgment within general policies, procedural and legal guidelines.
- Establish and maintain effective working relationships with those contacted during work.
WORKING CONDITIONS
- Work independently or in a team environment.
- General office environment.
- Based on the need, may work at city hall, the CSG office, or from the home office.
- Regularly require working in sitting position with computer for extended periods.
- Require physical ability and mobility to occasionally stoop, bend, kneel, crouch, reach, and twist.
- May occasionally lift, carry, push, and/or pull light to moderate amounts of weight.
- Require operating office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
- May require to work extended hours including evenings and weekends.
- Must be able to travel to client sites and/or job sites.
Salary Range
$30 - $37.54 USD
