JOB SUMMARY

The Proposal Specialist brings a wealth of proposal development experience, preferably in the B2G market and the architecture, engineering, and construction (A/E/C) field. In this role, the Proposal Specialist is responsible for efficiently managing all activities associated with the development and delivery of assigned proposals for existing and prospective public agency clients. The Proposal Specialist must be collaborative, able to lead multiple projects in a fast-paced environment and have the willingness to take on a variety of tasks in response to needs as they arise. The Proposal Specialist will work across multiple CSG business lines and regional offices that deliver a variety of services to public agencies throughout California and beyond. The Proposal Specialist duties will also include developing, maintaining, and enhancing proposal content as well as refining the tools and processes for maintaining content and developing proposals.

RESPONSIBILITES

Proposal Development

  • Review and interpret new solicitations (RFXs) to identify required content/response elements.
  • Hold kick-off meetings, track addenda, manage team communications, manage development schedules, and provide proposal status updates.
  • Collaborate with proposal teams to identify win themes and strategic messages.
  • Plan, assign and manage proposal content development for each pursuit, communicating effectively with SMEs/contributors to obtain information according to the proposal development schedule.
  • Coordinate with subcontractors to obtain required narratives, forms, and other proposal information.
  • Develop accurate, engaging, and compelling content to address non-technical proposal requirements including, for example, cover letters and executive summaries.
  • Draft proposals, manage reviews by stakeholders and SMEs, and obtain final proposal approvals.
  • Perform content assembly, proofreading, editing (grammar, spelling, comprehension, consistency), formatting, and production (as needed).
  • Ensure that win themes and strategic messaging have been incorporated, proposals are tailored to prospective clients' needs, and all content is relevant and accurate.
  • Ensure that all RFX technical requirements are met, and all text and graphical elements adhere to templates, brand guidelines, and visual presentation and communication standards.
  • Produce or coordinate production of final RFX responses, whether electronic or hard copy.
  • Contribute to the continuous improvement of the proposal team’s processes, tools, and content templates.
  • Perform competitive research.
  • Participate in proposal post-mortems.
  • Assist with preparation of presentations/leave-behind materials for post-proposal interviews.
  • Perform additional assignments per the Proposal Manager’s direction.

Content Development and Management

  • Assist with the growth of content libraries, creating a “single source of truth” and ensuring that the latest content is readily available for reuse.
  • Conduct research and interviews with technical staff to gather information for writing/editing project descriptions, resumes, and other marketing materials used in proposals.
  • Through persistent fact-checking, version control measures, and related quality control functions, maintain the accuracy and currency of content including staff qualifications, project descriptions, value messaging, client data, photographs, and graphical elements.
  • Assist with the development and/or implementation of software tools and processes to maintain the accuracy and integrity of all marketing content and data.
  • Maintain Microsoft Word, PowerPoint, Excel, and Adobe InDesign templates.

QUALIFICATIONS

  • Bachelor’s degree, preferably in English, Marketing, Journalism or Communications.
  • 3-5 years of marketing and proposal experience, preferably in the B2G market and A/E/C professional services industry.
  • Strong analytical and critical thinking skills, with the ability to interpret requirements, think strategically, and anticipate customer needs.
  • Excellent verbal and written communication skills, including strong editing and content organization skills as well as the ability to clearly articulate complex ideas.
  • Proficiency in both business and technical writing, paired with strong creative and persuasive writing skills.
  • Proven project management skills and the ability to multi-task, prioritize competing tasks, problem-solve, and work effectively and respectfully with others to deliver high quality results within prescribed, stringent deadlines.
  • Experience working in a fast-paced, high-pressure environment.
  • Highly organized, self-directed, self-starting, and proactive.
  • Ability to work both independently and within a team environment.
  • Outstanding interpersonal skills.
  • Strong attention to detail.
  • Proficiency with Microsoft 365/Office applications (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint) and collaboration tools.
  • Experience with Microsoft Word templates, themes, styles, and advanced formatting functions.
  • Experience with maintaining digital assets and marketing data utilizing CRM, CMS and/or DAM software.
  • Knowledge of visual design principles.
  • Experience with Adobe Creative Suite products including InDesign, Illustrator and Photoshop.

WORKING CONDITIONS

  • Requires working in a sitting position at a computer for extended periods of time.
  • May occasionally require lifting heavy objects and transporting small quantities of marketing materials.
  • Work independently or in a team environment.
  • May require visiting work sites and/or clients.
  • On as needed basis working from home or at a CSG office location is required.
  • Capacity to work in a very fast-paced and demanding work environment involving immovable deadlines and multiple concurrent projects. 

Salary Range

$34 - $53 USD
