JOB SUMMARY

The Technical Studies Manager is a leadership position in the Environmental Planning practice at CSG. The Technical Studies Manager works under the direction of the Director of Environmental Planning and performs professional services involving Air Quality, Greenhouse Gas, Health Risk Assessments, Energy and Noise/Vibration assessments. This role combines high level technical expertise, with project management, business development and staff mentorship, primarily ensuring compliance with the regulatory frameworks set forth by CEQA and NEPA. The Technical Studies Manager will lead the Technical Services team, ensuring excellence, innovation and growth. This newly established position is the first step in creating our in-house Technical Services Team and we are looking for a technical specialist that has great interest in managing and leading the growth of this services group. 

The CSG Environmental Planning Practice involves projects throughout the state, providing services to current and new clients, with a wide range of services for a variety of project types. Our projects are diverse in terms of complexity and levels of study and include residential development at various densities, downtown master plans, infrastructure improvements, policy planning programs, mixed use projects and community facilities in both urban and rural communities. RESPONSIBILITIES

  • Serve as the Technical Manager for specialized technical studies.
  • Working with the Director of Environmental Planning, develop a Technical Studies Business Plan, which emphasizes goals and desired growth benchmarks in both the short- and long-term timeframe.
  • Lead and review technical modeling for Air Quality (CalEEMod, EMFAC, AERMOD and HARP), Health Risk Assessments, GHG Emissions, Energy, and Noise/Vibration (TNM, SoundPLAN, RCNM, CadnaA).
  • Prepare, review, and finalize technical studies, reports and environmental studies in compliance with CEQA/NEPA and local, state and federal regulations.
  • Manage the Technical Studies team budget, financial performance and workload to achieve targets.
  • Recruit, mentor, advise and provide feedback to staff, fostering a high performing and collaborative culture.
  • Ensure requirements of CEQA are met by completing analysis and documentation within specific guidelines.
  • Participate in proposal efforts, including developing scopes, budgets, qualifications and win themes for new project opportunities.
  • Act as a key point of contact for key clients, maintaining relationships and ensuring satisfaction.
  • Identify market opportunities to grow the technical services practice.
  • Thorough knowledge of and demonstrated capabilities with written and verbal business English, spelling, grammar and vocabulary.
  • Keen attention to detail.

QUALIFICATIONS

  • Bachelor’s degree in environmental sciences, engineering, Geography, Planning or related field (or in process).
  • Minimum 4 years of professional experience in air quality and/or noise compliance, including leadership and project management roles.
  • Familiarity with federal, state and local air quality and climate change laws, such as the Clean Air Act, California climate change plans and programs such as Cap and Trade and the Scoping Plan, and local air agency permitting requirements.
  • Deep understanding of the principles and practices of the environmental consulting industry, including CEQA and applicable processing requirements.
  • Expert knowledge of modeling software in Microsoft Office Suite.
  • Strong verbal and written communication skills, including experience presenting at public hearings or to clients.
  • Possession and maintenance of a valid Class “C” California driver’s license with a satisfactory driving record is required.

WORKING CONDITIONS

  • Primarily office-based and hybrid schedule with occasional travel to client sites and project locations.
  • Working from an office/home or at a client’s office location may at times be required.
  • Work productively independently or in a team environment.
  • Occasional overtime work is required throughout the year.
  • Require standing position at workstation for extended periods
  • Require walking, bending, and sitting.
  • Must be able to travel to client sites and/or job sites. 
  • Capacity to work in a fast-paced environment with deadlines and multiple projects.

 

Salary Range

$114,000 - $160,000 USD
