US Indo-Pacific Command Strategic Capabilities Office PACAF Liaison

Chesapeake Technology International, CTI, is seeking an experienced and motivated expert in U.S. Air Force operations, strategy, and policy to serve as the Office of the Secretary of Defense (OSD) Strategic Capabilities Office (SCO) U.S. Indo-Pacific Command (USINDOPACOM) Cell SCO-PAC liaison to Pacific Air Forces (PACAF).

As the SCO-PAC PACAF liaison you will serve as the primary SCO-PAC point-of-contact, initiator, and organizer for coordination, collaboration, and technical and administrative engagements between SCO-PAC and PACAF.

Responsibilities

  • Serve as the primary point of contact for SCO projects within PACAF, ensuring smooth communication and alignment of strategic objectives with USINDOPACOM.
  • Facilitate information exchange between USINDOPACOM, PACAF, and OSD SCO, promoting interoperability, strategic alignment, and coherence in capability development.
  • Monitor progress of SCO-related projects within PACAF, providing regular updates and assessments to USINDOPACOM SCOPAC leadership.
  • Assist in the planning, coordination, and execution of SCO projects, ensuring they meet operational requirements and align with USINDOPACOM strategic goals.
  • Conduct detailed analyses of how specific SCO projects can enhance air and space power capabilities in the Indo-Pacific area of responsibility and facilitate proper prioritization of effort at PACAF.
  • Develop and deliver briefings, reports, and presentations for senior leadership at PACAF and SCO-PAC on the impact and potential of new technologies and capabilities.
  • Engage with other military services, allies, and partners to integrate SCO initiatives into joint and combined operations.
  • Work with acquisition teams to streamline transition of SCO-developed technologies into operational use.
  • Assist in formulation of policies and provide guidance on the integration of SCO capabilities into existing and future force structures.
  • Maintain continuous engagement with relevant PACAF directorates, including PACAF CCE, STO, S&T (Science and Technology), A8X (Futures), A8XC (Future Capabilities) and the 613 Air Operations Center.
  • Participate in USINDOPACOM and PACAF battle rhythm events to ensure OSD SCO, SCO-PAC, and PACAF stakeholders are aware of emerging opportunities and developing issues.

Necessary Skills and Experience

  • Active U.S. government TOP SECRET security clearance and be SCI eligible. U.S. citizenship is required to obtain a security clearance.
  • Experience working for Department of Defense (DoD), either in the military or with relevant military organizations.
  • Expertise in military operations strategic planning.
  • Substantial and extended experience coordinating, briefing, and communicating with senior (flag officer) stakeholders.
  • Experience with Microsoft Office products, with expert-level skill in preparing PowerPoint briefing products and Word documents ranging from brief point papers to multi-volume operational guidance documents.
  • Experience with budget management and preparing and submitting travel authorization requests and expense reports.
  • Bachelor’s Degree and 12 years’ experience in DoD strategic or operational planning; or a master’s degree and 10 years’ experience in DoD strategic or operational planning.
  • Ability to travel internationally when required.
  • Other duties as assigned.

  • Experience working within a U.S. Air Force organization.
  • Experience working with the National Security Agency.
  • Strong analytical skills.
  • Experience with theater joint force air component exercises, focused on integration of emerging capabilities.
  • Experience with SAP/STO.
  • Master’s degree in a relevant technical field (engineering, radio frequency spectrum, aerospace, logistics and supply chain management, information technology, geographic information systems).
