
Licensed Survey Manager
CWE, an Apex Company, is seeking an experienced Licensed Surveyor Manager to join our team in our Roseville, California office. As a California Registered Professional Land Surveyor, you will take leadership on delivering our survey projects by taking a hands-on approach, working with teammates and clients, and optimizing internal processes and standards. This role is ideal for a candidate with strong technical, management, and interpersonal skills who thrives on delivering precise, high-quality results. The PLS will oversee fieldwork, documentation, deliverables, client relations, and ensure that projects adhere to the firm's Quality Assurance/Quality Control (QA/QC) standards.
Responsibilities include, but are not limited to:
- Responsible for leading and supervising the Roseville office surveyors and survey technicians as they develop and create solutions to technical problems and overseeing work production and quality control.
- Provide day to day assignments and technical guidance to survey staff.
- Under limited supervision, manage a variety of surveying service functions that could include drafting, survey support, field survey, document control or other surveying support activities.
- Ensure the timely, thorough, and accurate completion of all survey services projects.
- Ensure survey deliverables and documentation packages are complete.
- Maintain project number assignments and customer documentation.
- Responsible for hiring, training, supervising, and mentoring employees; project budgeting, project scheduling; and designing administrative procedures for the survey department.
- Write performance reviews and solve internal issues.
- As needed, and not limited to, provide party chief services on various field surveying duties, including boundary and topographic surveys, ALTA Surveys, and construction staking. Other activities will include in-office survey and mapping calculations and plans, and preparation of construction staking cut sheets.
- Perform survey mapping and survey field work, ensuring that high quality products are produced within the schedule that our clients require. Use the firm's Quality Assurance/Quality Control (QA/QC) checklists for survey deliverables.
- Performance measures for this role include but are not limited to: maintaining a minimum 70% utilization rate, staying within the allotted budgets for tasks, and maintaining quality control. These performance measures will be analyzed and revisited periodically and be a direct indicator of your performance. Your role will grow over time to include harvesting and winning new work from new and existing clients.
- Write scope and approach narratives for proposals and develop cost/fee estimates for work.
- Keep abreast of the state-of-the-art survey techniques.
- Maintain good relationships with team members, sub-consultants, vendors, and clients.
- Effectively communicate project expectations to team members and sub-consultants in a timely and clear fashion.
- Be the liaison with project stakeholders on an ongoing basis.
- Developing new business relationships to broaden the firm's client base.
- Travel to conduct field visits, survey activities, and consult with clients and agencies.
Required Competencies and Qualifications:
- California Professional Land Surveyor (PLS) license.
- 12+ years of experience in Surveying, Civil Engineering or related field(s).
- Demonstrated leadership experience overseeing and guiding office surveyors and survey technicians.
- Expertise in survey equipment use, configuration, troubleshooting, procurement, repair (e.g. theodolite, total station, drones, GPS/GNSS, etc..), in the field and in the office.
- Expertise in Survey software, including but not limited to GIS/GPS, aerial and non-aerial cartography, data collectors, etc.
- Proficient knowledge of AutoCAD Civil 3D software, PDF software, such as Bluebeam, Adobe Acrobat, etc., and in Microsoft Office software (Word, Excel, PowerPoint, Outlook, Project, etc.).
- Abilities to grasp and become proficient in new software and technologies

- Valid California driver’s license and insurable driving record
Desired Competencies and Qualifications:
- Background in surveying for complex properties and right-of-way issues.
- Knowledge of land geographic information systems (GIS) and boundary law.
- Familiarity with surveying for subdivisions, planned unit developments (PUD), and parcel maps.
- High attention to detail, flexibility, and adaptability to work in varying conditions.
