Public Relations Manager I (DHS Suitability)

Cybermedia Technologies (CTEC) is seeking an experienced Public Relations Manager I (DHS Suitability) to join our team
PROGRAM OVERVIEW:
CISA’s Stakeholder Engagement Division requires an integrated team to support council and sector governance, approximately 500 annual engagements, stakeholder coordination, policy and risk analysis, executive communications, records, and contract management. The work spans unclassified and classified environments and requires products that are accurate, accessible, compliant, and ready for government use.
POSITION SUMMARY
Develop strategic communications and stakeholder-outreach products supporting CISA councils and advisory operations. Despite the title, this is primarily a federal strategic-communications role focused on executive messaging, engagement materials, and polished public-facing content.
KEY RESPONSIBILITIES
• Develop emails, memoranda, public messaging, executive summaries, outreach materials, graphics, social-media content, and other communication products.
• Translate complex cyber, critical-infrastructure, policy, and council information into audience-appropriate language.
• Support communication and outreach plans for councils, working groups, meetings, and stakeholder initiatives.
• Coordinate with internal and external stakeholders to gather input, solicit participation, and prepare materials.
• Manage designated mailboxes, acknowledge inquiries promptly, route requests, and maintain inquiry logs.
• Prepare leadership talking points, briefings, announcements, invitations, and post-engagement communications.
• Apply DHS/CISA branding, tone, templates, accessibility, and quality standards.
• Track communication activities and analyze engagement results to improve future outreach.
REQUIRED QUALIFICATIONS
• 2+ years experience in strategic communications, public relations, stakeholder engagement, journalism, marketing communications, or graphic design.
• Strong writing, editing, message-development, and client-service skills.
• Ability to manage multiple communications products, audiences, and deadlines.
• Experience coordinating with senior leaders, SMEs, and external stakeholders.
PREFERRED QUALIFICATIONS
• Experience supporting federal advisory committees, councils, executive leadership, CISA, or DHS.
• Graphic-design or digital-content experience.
• Proficiency with Adobe Creative Cloud, Microsoft 365, Drupal, or social-media publishing tools.
CLEARANCE: • Ability to obtain and maintain a favorable DHS Fitness Determination (Public Trust/DHS Suitability); U.S. citizenship required.
WHAT CANDIDATES SHOULD UNDERSTAND
• Work is expected to be onsite in Arlington, Virginia; approved telework may be available only as authorized by the Government.
• Positions are contingent upon contract award and successful completion of applicable security or suitability processing.
• For cleared positions, the recruiting requirement is an active Top Secret clearance with the ability to obtain and maintain SCI—not necessarily current SCI access on day one.
• For suitability positions, candidates must be able to obtain and maintain a favorable DHS Fitness Determination. Prior DHS service may help, but a previous Public Trust is not automatically transferable or guaranteed to reactivate.
PAY RANGE- $75,000–$95,000 Annually + Benefits(Compensation and employment offer are negotiable and will be finalized based on the candidate's relevant experience and interview assessment.
