Data Systems Analysts, Inc. is seeking a Senior Software Engineer to lead the design, development, and implementation of complex software systems within the Army Resource Cloud (ARC/cPROBE) environment. The candidate will oversee the software development lifecycle, manage project teams, and ensure compliance with DoD and Army standards while delivering secure and efficient solutions. ​ This role is ideal for an experienced professional with 10+ years of software engineering expertise, who thrives in a leadership position and is committed to advancing the Army's Planning, Programming, Budgeting, and Execution (PPBE) processes.

 

Required Qualifications

  • Active or Current DOD Secret Clearance
  • Current Security + Certification
  • A Bachelor's degree in Computer Science, Engineering, Mathematics, or another relevant field from an accredited college or university. ​
  • Minimum of 10 years of experience in computer programming using prevalent programming languages. ​
  • Expertise in software design, development, debugging, and implementation across multiple platforms, with proficiency in tools such as Java, Oracle APEX, and database management systems (e.g., Oracle, SQL Server, PostgreSQL).
  • Proficiency in multiple programming languages such as Java, Python, C++, JavaScript, and SQL, with a strong ability to write, debug, and optimize code for performance and scalability.
  • Extensive experience in all phases of SDLC, including requirements gathering, design, development, testing, deployment, and maintenance. ​
  • Advanced knowledge of database systems such as Oracle, SQL Server, PostgreSQL, and RedShift, including database design, optimization, ETL processes, and data modeling. ​
  • Expertise in cloud platforms, particularly AWS GovCloud, with hands-on experience in creating and managing Virtual Private Clouds (VPCs), virtual machines, Docker containers, and failover environments.
  • Skilled in implementing automated CI/CD pipelines, static and dynamic code analysis, and secure coding practices to ensure compliance with cybersecurity standards. ​
  • Experience in integrating systems and applications into a cohesive system-of-systems architecture, including rigorous interface design and management. ​
  • Knowledge of security frameworks such as RMF, FISMA, and CNSSI 1253, with experience in vulnerability scanning, security patching, and maintaining Authority to Operate (ATO) documentation.
  • Proficiency in tools like Tableau Server, Oracle Analytical Server (OAS), and other emerging data visualization and reporting tools for enterprise reporting and analytics. ​
  • Familiarity with tools and standards such as GitLab, AWS CodePipeline, and Configuration Management Plans (CMP) to ensure proper version control and system integrity.
  • Strong understanding of networking protocols, IP addressing, load balancing, and system monitoring tools such as AWS CloudWatch and GuardDuty.
  • Ability to identify, analyze, and resolve complex software and system issues, ensuring minimal downtime and optimal performance. ​

Desired Qualifications

  • Experience with DoD cloud service providers (AWS, Azure, etc.)
  • Experience with full‑stack development supporting enterprise systems
  • Familiarity with PWS‑aligned technical tasks such as system improvements, security enhancements, and performance tuning
  • Proficiency with DevSecOps, CI/CD pipelines, or automated testing frameworks
  • Ability to collaborate closely with Systems Engineers, Application Developers, and Enterprise Security Specialists (all listed PPBBOS labor categories)

Key Responsibilities

  • Develop, modify, and enhance PPBBOS software components.
  • Implement new features, system improvements, and application updates.
  • Support system integration activities.
  • Troubleshoot and resolve software defects, performance issues, and compatibility problems.
  • Translate customer requirements into detailed technical specifications.
  • Produce and maintain system documentation, design artifacts, and engineering deliverables.
  • Assist in release readiness, system configuration, version control, and environment preparation.
  • Conduct unit, integration, and regression testing in coordination with QA functions.
  • Validate that new builds meet functional and security requirements.
  • Work closely with Cloud Solutions Architects, Systems Engineers, Applications Developers, Enterprise Security Specialists.
  • Ensure software complies with DoD security requirements and internal PPBBOS configuration controls.
  • Implement secure coding practices and support remediation of security findings.
