ServiceNow SPM Application Developer – MilTech (Remote) 

DSA is seeking a ServiceNow SPM Application Developer to support the MilTech customer in a remote capacity. The ideal candidate will be responsible for designing, developing, configuring, and maintaining solutions across the ServiceNow platform in support of mission requirements. 

Required Qualifications 

  • Active Secret Clearance 
  • Bachelor’s degree in Engineering, Computer Science, or related field
  • DoD 8570.01 IAT or IAM Level II certification
  • Minimum 5 years of IT experience focused on ServiceNow development, configuration, and administration
  • Hands-on experience designing and implementing end-to-end ServiceNow Strategic Portfolio Management (SPM) solutions, including demand intake, portfolio prioritization, project/program execution, resource and capacity planning, investment funding, roadmap planning, and executive reporting
  • Experience translating business portfolio, project, and resource management requirements into scalable ServiceNow SPM solutions
  • Experience configuring SPM data models and workflows across demands, projects, programs, portfolios, investments, cost plans, resource plans, risks, issues, and status reporting
  • Ability to align ServiceNow SPM configuration with portfolio governance, funding models, prioritization criteria, and executive decision-making needs
  • Strong experience with JavaScript, REST APIs, SQL, and Linux
  • Solid understanding of web services (SOAP) and object-oriented programming principles
  • Experience working with ITIL v3 processes
  • Hands-on experience with ServiceNow platform integrations and toolsets
  • Experience supporting DevSecOps practices, including software development, release, and maintenance
  • Experience with ServiceNow App Engine Studio and Creator Studio
  • Experience with ServiceNow modules including ITSM, ITOM, IT Asset Management, Automation Engine, Service Catalog, Incident/Problem Management, Reporting, Configuration Management, and Strategic Portfolio Management
  • Ability to develop dashboards, reports, and metrics that provide visibility into portfolio health, demand pipeline, project status, resource capacity, and delivery performance
  • Understanding of SPM integrations with ITSM, Agile Development, CMDB/CSDM, financial planning, and enterprise reporting tools
  • Strong customer service orientation with a focus on continuous improvement
  • Excellent written and verbal communication skills with the ability to engage stakeholders at all levels
  • Ability to manage multiple priorities in a dynamic environment and work independently or collaboratively 

Desired Qualifications 

  • ServiceNow Certified Application Developer certification 
  • ServiceNow Certified System Administrator certification
  • ServiceNow Certified Implementation Specialist – Strategic Portfolio Management certification
  • ITIL v3 certification
  • Experience with ServiceNow SPM capabilities such as Strategic Planning, Investment Funding, Scenario Planning, Roadmap Planning, Agile Development, and Application Portfolio Management
  • Experience with ServiceNow Performance Analytics for SPM, including executive dashboards, portfolio health indicators, demand pipeline metrics, and delivery performance measures
  • Experience with ServiceNow Common Service Data Model (CSDM) and its role in aligning applications, services, products, portfolios, and investments
  • Experience importing and exporting large Microsoft Project Files with custom fields into ServiceNow
  • Experience supporting leadership with what-if planning, scenario analysis, investment prioritization, roadmap visualization, and strategic alignment reporting
  • Experience supporting Agile, SAFe, or hybrid delivery models within ServiceNow SPM
  • Experience integrating SPM with ITSM, financial, reporting, or external planning systems
  • Experience with cloud platforms such as Microsoft Azure or AWS
  • Experience with relational databases such as MySQL, Oracle, or SQL Server 

Key Responsibilities 

  • Design and implement solutions to support new features, capabilities, and system integrations within ServiceNow
  • Configure, enhance, and maintain ServiceNow platform implementations across ITSM, ITOM, ITAM, and SPM modules following best practices
  • Develop and support SPM workflows for idea intake, demand management, project and portfolio management, resource planning, investment prioritization, and reporting
  • Develop automation and integration solutions across the ServiceNow platform
  • Support ongoing system improvements aligned with mission and customer requirements
  • Collaborate with stakeholders to translate portfolio, project, and resource management needs into secure, scalable ServiceNow solutions
  • Build and maintain dashboards, reports, and performance metrics that support executive visibility and data-driven decision-making
