About the Opportunity

At DB E.C.O. North America, we partner with clients to shape the future of rail and public transportation. Our teams provide consulting and engineering expertise across transportation planning, infrastructure, fleet, operations, and mobility programs.

We are looking for a Commercial Project Manager who combines financial expertise, commercial judgment, and a collaborative, hands-on mindset to help our projects succeed.

Working at the intersection of Consulting, Finance, and Legal, you will be a trusted commercial partner to our Project Owners, Contract Owners, and Pursuit Leads. You will help them understand financial performance, navigate contractual requirements, identify commercial risks, and make informed decisions throughout the project lifecycle.

This role goes beyond traditional project controlling and administration. You will combine financial analysis, commercial and contractual coordination, and hands-on operational execution, helping strengthen commercial discipline, financial transparency, and effective project delivery.

You will support a diverse portfolio of professional services projects and pursuits, gaining exposure to different clients, contractual environments, and commercial challenges while contributing to the continued development of our Commercial Project Management function.

Your Role and Impact:

Drive Commercial and Financial Performance

  • Monitor and analyze project financial performance, including budgets, revenue, costs, burn rates, margins, WIP, and receivables. Investigate variances, support forecasting, and provide reliable financial information and actionable insights to Project and Contract Owners.
  • Proactively identify financial trends, potential profit erosion, and commercial risks, challenge assumptions where appropriate, and work with Project and Contract Owners to develop corrective actions.
  • Evaluate the financial and commercial implications of scope changes, staffing decisions, subcontractor utilization, schedules, and contractual deviations.

Be a Trusted Business Partner

  • Serve as a trusted commercial partner to Project Owners, Contract Owners, and Pursuit Leads, providing practical guidance and supporting informed decisions throughout the project lifecycle.
  • Participate in project performance reviews and collaborate with Consulting leadership, Finance, Legal, and other stakeholders to resolve commercial challenges, balance competing priorities, and escalate material matters through Commercial leadership when appropriate.

Manage Commercial and Contractual Administration

  • Review and interpret client contracts, task orders, amendments, and subcontractor agreements, assessing commercial terms, financial obligations, contractual risks, and compliance with the company's commercial framework and approval requirements.
  • Support client contract negotiations, execution, and modifications, coordinating commercial activities through contract award and project activation in collaboration with Project and Contract Owners, Commercial leadership, and Legal.
  • Draft, negotiate, and administer subcontractor agreements and related commercial documents, including teaming agreements, NDAs, and amendments, while supporting subcontractor onboarding, compliance, and project-related procurement administration.
  • Support bids and proposals through pricing, cost calculations, rate schedules, commercial compliance, contractual risk assessments, and coordination of required legal and conflict-of-interest reviews.
  • Monitor contractual obligations, funding, milestones, and compliance, proactively identifying deviations, scope changes, claims, and disputes for coordination with relevant stakeholders.

Ensure Financial Integrity and Billing Excellence

  • Own and coordinate project billing processes, ensuring accurate and timely invoicing, monitoring WIP and receivables, and managing payment follow-up in accordance with contractual and client requirements.
  • Establish and maintain accurate project financial structures, budgets, funding, rates, and billing arrangements, translating contractual requirements into effective financial controls.
  • Manage and execute essential commercial and financial activities, including subcontractor billing reviews, cost reconciliations, project updates, and closeout, ensuring accurate financial information and alignment between project management and accounting systems. Coordinate standardized and transactional tasks with internal teams and shared-service resources.
  • Coordinate with Finance on accounting treatment, financial governance, and project adjustments, and with Legal on contractual matters requiring legal advice or determination. Maintain reliable project records and documentation to support contractual compliance, audit readiness, and project closeout.

Contribute to Continuous Improvement and Digitalization

  • Help strengthen and standardize commercial project management processes, leveraging digital tools, data analytics, and automation to improve transparency, efficiency, and decision-making while contributing to a scalable, forward-looking Commercial Project Management function.

What you bring:

Required Qualifications:

  • Bachelor's degree in Finance, Accounting, Business Administration, Project Management, or a related field, or equivalent relevant professional experience.
  • Approximately 2–5 years of experience in commercial project management, project controlling, project finance, project accounting, or a related discipline.
  • Solid understanding of project financial management, including budgeting, forecasting, cost control, profitability analysis, and financial reporting.
  • Ability to understand and interpret commercial contracts and translate contractual requirements into effective project management practices.
  • Strong analytical and problem-solving skills, with the ability to turn financial information into meaningful business insights.
  • Proficiency in Microsoft Excel and confidence working with financial and project management systems.
  • Strong communication and interpersonal skills, including the ability to collaborate with financial and non-financial stakeholders.
  • A proactive, structured, and accountable working style, with the ability to manage multiple projects and priorities.
  • A hands-on, solution-oriented mindset, with the ability to balance commercial analysis and business partnering with the practical execution of day-to-day project management activities.

Preferred Qualifications:

If you believe you belong to any of the categories of protected veterans listed below, please indicate by making the appropriate selection. As a government contractor subject to the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA), we request this information in order to measure the effectiveness of the outreach and positive recruitment efforts we undertake pursuant to VEVRAA. Classification of protected categories is as follows:

A "disabled veteran" is one of the following: a veteran of the U.S. military, ground, naval or air service who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs; or a person who was discharged or released from active duty because of a service-connected disability.

A "recently separated veteran" means any veteran during the three-year period beginning on the date of such veteran's discharge or release from active duty in the U.S. military, ground, naval, or air service.

An "active duty wartime or campaign badge veteran" means a veteran who served on active duty in the U.S. military, ground, naval or air service during a war, or in a campaign or expedition for which a campaign badge has been authorized under the laws administered by the Department of Defense.

An "Armed forces service medal veteran" means a veteran who, while serving on active duty in the U.S. military, ground, naval or air service, participated in a United States military operation for which an Armed Forces service medal was awarded pursuant to Executive Order 12985.

Form CC-305

OMB Control Number 1250-0005

Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
