Position: Business Development Director – KSA & UAE Market Growth
Department: Business Development / Commercial
Location: UAE or KSA preferred, with regular travel across the GCC
Work Setting: Client-facing, market-facing, hybrid/onsite depending on business need

Role Overview

Decima International is entering a critical growth phase in the UAE and KSA markets. We are looking for a highly connected, commercially driven, and hands-on Business Development Director to lead Decima’s market presence, client acquisition, and brand positioning across the Middle East.

This role is not limited to market research, proposal coordination, or attending events. The main purpose of the position is to generate qualified leads, build executive-level client relationships, open doors with target clients, and convert market relationships into real business opportunities.

The ideal candidate will have a proven track record of winning work in the GCC construction, infrastructure, project management consultancy, data center, mission-critical, or large-scale development sectors. They must be comfortable representing Decima externally, building the company’s image in a new market, and actively networking with developers, government entities, consultants, contractors, hyperscalers, and strategic partners.

This is a role for someone who can personally create momentum in a new market.

Main Mission of the Role

The Business Development Director will be accountable for:

Generating leads, opening client doors, building Decima’s commercial reputation in UAE/KSA, and creating a sustainable pipeline of qualified opportunities that can convert into revenue.

Key Responsibilities

1. Lead Generation & Client Acquisition

  • Identify, approach, and build relationships with target clients across KSA, UAE, and the wider GCC.
  • Generate qualified leads through personal network, market intelligence, events, referrals, direct outreach, and strategic partnerships.
  • Secure introductory meetings with decision-makers, including developers, government entities, investors, consultants, contractors, and major project owners.
  • Build a clear target account list and actively manage outreach, engagement, and follow-up.
  • Create new business opportunities rather than waiting for tenders or inbound leads.

2. Market Entry & Regional Growth

  • Lead Decima’s commercial positioning in KSA and UAE as a growing project management, planning, and advisory firm.
  • Identify high-potential sectors including data centers, mission-critical infrastructure, large-scale developments, mixed-use projects, hospitality, healthcare, and infrastructure programs.
  • Map key decision-makers, influencers, competitors, and potential partners in the region.
  • Provide leadership with practical market intelligence, including where Decima can realistically compete and win.
  • Develop a market penetration strategy with clear short-term and long-term commercial priorities.

3. Executive Networking & Relationship Building

  • Act as Decima’s senior commercial representative in the Middle East market.
  • Build and maintain senior-level relationships with clients, consultants, partners, and industry stakeholders.
  • Represent Decima at conferences, business councils, industry events, networking forums, and client meetings.
  • Position Decima as a credible partner for complex project management and advisory services.
  • Use relationships to create warm introductions, early-stage visibility, and pre-RFP positioning.

4. Employer Branding & Company Image

  • Strengthen Decima’s visibility and reputation in the UAE and KSA markets.
  • Work with leadership and marketing to position Decima professionally in the market.
  • Support thought leadership, LinkedIn presence, events, client-facing materials, and market messaging.
  • Help communicate Decima’s value proposition clearly to clients, candidates, and partners.
  • Ensure Decima is seen as credible, professional, specialized, and relevant to high-profile Middle East projects.

5. Opportunity Management & Commercial Pipeline

  • Build and maintain a qualified opportunity pipeline with clear stages, priorities, owners, and next steps.
  • Track leads from first contact through client meeting, opportunity identification, proposal, negotiation, and closure.
  • Maintain CRM discipline and provide regular reports on pipeline health, conversion rates, client engagement, and revenue potential.
  • Prioritize opportunities based on probability, strategic value, margin, and alignment with Decima’s capabilities.

6. Proposals, Pitches & Client Presentations

  • Support the development of client presentations, capability statements, proposals, and pitch materials.
  • Lead or participate in client presentations and commercial discussions.
  • Translate client needs into clear business opportunities for Decima’s technical and leadership teams.
  • Coordinate with internal teams to ensure proposals are commercially strong, client-specific, and timely.

7. Partnerships & Strategic Alliances

  • Identify potential local partners, consultants, contractors, developers, and advisory firms that can help Decima enter or expand in the market.
  • Develop referral relationships and strategic alliances that create access to opportunities.
  • Evaluate partnership opportunities based on commercial value and credibility.

Required Qualifications

  • Bachelor’s degree in business, engineering, construction management, architecture, project management, or a related field.
  • 15–20+ years of experience in business development, client development, commercial growth, or strategic sales.
  • Strong GCC experience, especially in KSA and/or UAE.
  • Proven track record of generating leads and winning work in construction, consultancy, project management, engineering, infrastructure, real estate development, data centers, or mission-critical sectors.
  • Existing senior network across developers, government entities, PIF-related entities, consultants, contractors, hyperscalers, or infrastructure clients.
  • Strong understanding of the GCC project lifecycle, procurement routes, pre-RFP positioning, tendering, and client decision-making.
  • Ability to build relationships from scratch in a new market.
  • Excellent presentation, communication, and negotiation skills.
  • Strong commercial mindset with the ability to convert relationships into tangible business opportunities.
  • Comfortable working in a growing company environment where processes may still be developing.
  • Preferred Qualifications
  • Experience in project management consultancy, cost consultancy, engineering consultancy, or construction advisory.
  • Experience with data centers, mission-critical facilities, large infrastructure, giga projects, hospitality, healthcare, or mixed-use developments.
  • Experience working with or selling into PIF entities, government authorities, developers, hyperscalers, or major regional clients.
  • CRM experience.
  • LinkedIn Sales Navigator experience.
  • Strong personal brand or market visibility in the GCC construction/project management space.
  • Experience supporting employer branding, thought leadership, or market positioning.
  • Arabic is a strong plus, but not mandatory if the candidate has a strong executive network and commercial record.
