A Role with Purpose and Impact

Dev Technology Group is seeking a Senior Technical Business Analyst / Scrum Master to support Agile software development teams delivering mission-critical solutions for our federal clients.

This position combines technical business analysis with Scrum leadership to ensure successful software delivery throughout the Software Development Life Cycle (SDLC). The successful candidate will serve as both the lead business analyst and Scrum Master, partnering with business stakeholders, Product Owners, developers, testers, project leadership, and clients to define business needs, facilitate Agile delivery, and ensure high-quality software solutions are delivered on time.

You will translate complex business needs into technical requirements, facilitate Agile ceremonies, remove delivery impediments, and foster collaboration across technical and business teams. This role also provides opportunities to mentor team members, improve delivery processes, and help drive continuous improvement throughout the organization.

Key Responsibilities

Business Analysis

  • Lead the elicitation, analysis, documentation, validation, and management of business and technical requirements.
  • Partner with clients, Product Owners, developers, testers, and project leadership to identify business objectives and solution requirements.
  • Translate business needs into:
    • User Stories
    • Functional Requirements
    • Non-Functional Requirements
    • Acceptance Criteria
    • Business Process Flows
    • Technical Specifications
  • Analyze existing business processes and recommend improvements.
  • Facilitate requirements workshops, stakeholder interviews, and backlog refinement sessions.
  • Create and maintain business process documentation, workflow diagrams, and wireframes.
  • Ensure requirements remain traceable throughout the software development lifecycle.

Scrum Master Responsibilities

  • Serve as Scrum Master for one or more Agile software development teams.
  • Facilitate all Scrum ceremonies including:
    • Sprint Planning
    • Daily Standups
    • Sprint Reviews
    • Sprint Retrospectives
    • Backlog Refinement
  • Coach teams on Agile principles, Scrum practices, servant leadership, and continuous improvement.
  • Remove impediments that impact team productivity and sprint delivery.
  • Partner closely with Product Owners to maintain a healthy, prioritized, and groomed product backlog.
  • Monitor sprint progress, team velocity, burn-down metrics, and delivery commitments.
  • Promote transparency through Agile metrics, reporting, and dashboards.
  • Foster collaboration across business stakeholders, developers, testers, project managers, and executive leadership.
  • Support release planning and coordinate cross-team dependencies.
  • Drive continuous improvement initiatives resulting from Sprint Retrospectives.
  • Help ensure Agile best practices are consistently followed across the project.

Technical Documentation & Testing

  • Develop and maintain comprehensive technical, functional, and user documentation.
  • Create test strategies, test plans, test cases, and acceptance criteria.
  • Support User Acceptance Testing (UAT) activities.
  • Validate delivered functionality against documented business requirements.
  • Collaborate with QA teams to ensure complete test coverage.
  • Maintain project documentation using Confluence.

Customer & Delivery Support

  • Provide Tier I application support and assist with troubleshooting user issues.
  • Track requirements, risks, assumptions, action items, dependencies, and decisions using Jira and Confluence.
  • Coordinate with government stakeholders and internal delivery teams.
  • Communicate project status, risks, and recommendations to leadership.
  • Identify opportunities to improve project processes, documentation standards, and delivery efficiency.
  • Mentor junior Business Analysts and Agile team members.
  • Support overall project success by contributing wherever needed.

Required Qualifications

  • Bachelor's degree in Business, Information Technology, Computer Science, Engineering, or a related field.
  • Minimum six (6) years of experience in Business Analysis, Technical Analysis, Software Development, Scrum Master, or software delivery roles.
  • Certified ScrumMaster (CSM) certification required.
  • Experience serving as Scrum Master on Agile software development projects.
  • Experience gathering, analyzing, documenting, and managing business and technical requirements.
  • Experience writing User Stories, Acceptance Criteria, and Functional Requirements.
  • Technical or software development background with exposure to:
    • React
    • Node.js
    • GitHub
  • Experience working within AWS cloud environments.
  • Experience using Jira and Confluence to manage Agile delivery.
  • Strong understanding of Agile software development methodologies.
  • Excellent analytical, organizational, and critical-thinking skills.
  • Strong facilitation, negotiation, and conflict resolution skills.
  • Exceptional written and verbal communication skills.
  • Ability to communicate effectively with executive leadership, clients, technical teams, and business stakeholders.
  • Demonstrated ability to prioritize competing responsibilities in a fast-paced Agile environment.
  • Proven ability to work independently while leading collaborative teams.
  • Strong attention to detail and commitment to delivering high-quality work.
  • Ability to obtain the required government security clearance requiring U.S. Citizenship.

Preferred Qualifications

  • Experience supporting Federal Government software development programs.
  • Knowledge of SAFe, Lean, Kanban, or other Agile frameworks.
  • Experience creating wireframes and business process models.
  • Experience facilitating requirements workshops.
  • Experience supporting DevSecOps or CI/CD environments.
  • Experience working with REST APIs, system integrations, or cloud-native applications.
  • Additional Agile certifications such as:
    • PMI-ACP
    • SAFe Scrum Master (SSM)
    • Certified Scrum Professional (CSP)
  • Experience with Azure DevOps or similar Agile lifecycle management tools.
  • Experience providing customer application support in a production environment.

 

Compensation

The estimated salary range for this position is $80,000 - $140,000. This salary range is not a guarantee of compensation. The offered salary will be based on factors including relevant experience, geographic location, internal equity, and applicable contractual requirements. *Compensation may fall outside this range when appropriate.
