Program Manager, Detection & Enforcement, Counter-Extremism

As the Program Manager for Detection & Enforcement on Discord's Counter-Extremism team, you will own programs and technical initiatives that keep Discord's users safe from the most critical harms. You'll work to scale detection, enforcement, and disruption capabilities — driving solutions from concept through to implementation, producing recommendations that translate directly into process enhancements, and partnering with teams across Discord's Safety organization. This role reports to the Counter-Extremism Manager.

Please note: This role involves exposure to graphic and/or objectionable content including but not limited to graphic images, videos and writings, offensive and derogatory language, and other potentially objectionable material, i.e., violent extremism, child exploitation, graphic violence, self-injury, animal abuse, and other content which may be considered offensive or disturbing.

What you'll be doing

  • Program manage cross-functional initiatives with Machine Learning, Product, Data, and Scaled Operations teams — setting milestones, managing dependencies, and driving delivery of proactive detection, enforcement, and investigative processes
  • Evaluate workflows for detection and enforcement opportunities, supporting the development of detection solutions from proof-of-concept through cross-functional implementation
  • Partner with data teams to design and maintain SQL-based dashboards and data visualizations that help the team prioritize proactive disruption against the highest-risk activity and measure enforcement impact
  • Author briefs that capture trends across the team's investigation and detection work, contributing to actionable product and process recommendations
  • Empower team members through training, documentation, and hands-on support in utilizing technical tools, dashboards, and workflow processes
  • Support the team during time-sensitive investigations related to violent extremism and other risks for real-world harm

What you should have

  • 6+ years of experience in trust and safety, threat intelligence, counter-extremism, or complex investigation-related work across platforms, intelligence, law enforcement, academia, or NGOs, with demonstrated experience managing technical programs and driving measurable operational improvements
  • Track record of supporting detection or enforcement solutions from concept through cross-functional implementation — you understand how to evaluate what should be scaled and how to build toward that goal
  • Strong communication and stakeholder management skills, with experience producing analytical reports, technical briefs, and presenting recommendations to diverse audiences including engineering, product, and external partners
  • Experience leveraging AI and AI-powered tools to evaluate and improve detection and enforcement processes.
  • Strong analytical instincts, comfortable utilizing analytical dashboards, and/or SQL queries to inform harm detection and enforcement strategies
  • Investigation experience across critical risk areas: you have personally led or contributed to complex investigations resulting in real-world harm prevention or disruption, and you can apply that experience to iterate on recommendations and support ongoing investigations in time-critical situations
  • Comfort with occasional early morning or evening meetings to support collaboration with global teams and US-based partners

Bonus points

  • Proficiency in languages beyond English, particularly Portuguese, German, French, Spanish, Polish, or Russian
  • Familiarity with Discord's platform and how extremism and violent content manifests in gaming-related communities
  • Experience with network analysis tools or methodologies for mapping online threat actor communities
  • Experience writing SQL, Python, or other programming languages for data analysis

This is an international position in The Netherlands. For this role, the Hiring Manager encourages the successful candidate to come to the Amsterdam office 1 day per week.
