Capital Expenditures Manager
The Capital Expenditures Manager is responsible for the daily management, coordination and oversight of multi-family construction projects including successful project planning, cost management, execution, and closure. This role plans and directs all construction activities and administrative processes in order to deliver high quality projects on time and within budget. The Director of Construction successfully achieves objectives related to cost management, bidding, contract administration, schedule tracking and facilitation.

About this opportunity:
- Location: Houston, TX with some travel to other locations
What we are looking for in a CapEx Manager Candidate:
- 5+ years of capex management experience and/or 10+ years in multifamily related construction.
- Experience with construction cost estimating, proposal development, contracts management and construction administration for multi-disciplined; multi-contract, sophisticated redevelopment projects.
- Experience managing multidisciplinary design teams for multifamily renovations and redevelopment.
- Ability to write and issue RFP’s, scopes of work and contracts.
- Ability to review, track and approve project budgets and contractor payment applications.
- Ability to effectively communicate with design consultants, contractors, vendors, operating partners, and internal stakeholders.
- Demonstrated ability to create and drive design aesthetics in a taste and style desirable to ownership and consistent with our brand.
- Ability to identify, manage and mitigate risk issues.
- Strong communication and attention to detail.
- Ability to manage multiple projects simultaneously.
- Ability to travel 50% annually based on business requirements.
- Proficiency with construction management software.
What you will do as a CapEx Manager:
- Track, and schedule project pencil draws and will ensure the timely delivery and submission of all payment applications and to verify payment affidavit, lien releases, conditional and unconditional waivers and all or any documentation related to payments of the project. Prepare a complete package submittal for processing and payment.
- Responsible for QA/QC.
- Verify that the quality of finished work meets expectations set forth within the executed contract, company policy and procedures.
- Maintain and report in the assigned company systems to track budgets, forecast costs, track project schedules and inspections.
- Oversee the staging, startup and progress of the project.
- Ensure contracts are fully executed per company guidelines.
- Responsible for Project Scope Development, Bidding and Bid Qualifying process.
- Assist in interviewing and qualifying potential Contractors/Vendor candidates for the specific project need.
- Coordinate with our owners representative/architect of record.
- Ensure a safe jobsite per OSHA requirements and according to management companies policy and procedures.
- Work closely with our operations and asset management teams to support strategic initiatives including acquisitions, dispositions, renovations, and ongoing capital projects.
- Develop and manage successful relationships with management companies’ partners, architects, engineers and consultants.
- Execute and manage all subcontractors and vendors according to the executed contract(s) and project schedule.
- Develop and maintain successful client relationships with the property management staff (Community Manager) (Regional Property Manager) (Asset Management).
- Manage all pre-construction activities for successful project roll-out.
- Provide cost feedback before, during and post project.
- Identify and prepare scope of work, project resource requirements, project cost estimates and budgets, milestones and risks. Ensure that all concerns from internal constituents are incorporated accurately into the final plans.
- Provide value engineering guidance as plans /projects are developing.
- Provides internal assistance such as technical guidance, and or training to coworkers.
