About the Role:

The Regulatory Compliance Manager leads regulatory compliance for all product categories across the U.S. and international markets, making sure products are safe, compliant and market-ready. As the subject matter expert on product compliance, you will set compliance standards, build practical processes, and work with teams to keep products and documentation audit-ready, while helping the business move quickly.  You will lead and develop a Senior Compliance Associate who reports directly to you, and together you will manage the team's workload across claims, ingredient and label reviews, registrations and documentation.

This is a highly cross-functional role that partners with Legal, Product Development, Marketing, Operations, Quality and Commercialization to meet compliance requirements without slowing speed to market.

This role will report to the Sr. Director of Quality & Regulatory Compliance.

This is a full-time, hybrid role with company benefits, based in Marina Del Rey, CA.

The anticipated base compensation range for this role will be $115,000 to $145,000. Compensation will be commensurate with the candidate's experience and local market rates.

What You'll Do:

  • Claims Substantiation
    • Lead the claims substantiation process and framework, from intake through approval.
    • Partner with Legal and Product Development to review consumer-facing claims on packaging, web and marketing, and to classify them (e.g., cosmetic vs. drug, product-level vs. ingredient-level).
    • Decide the level of evidence needed for each claim (ingredient data, literature, consumer perception, clinical or instrumental testing).
    • Review and approve testing protocols and reports to confirm they support the claims being made.
    • Keep a claims substantiation file for each product, audit-ready.
  • Ingredient & Formulation Review
    • Review and approve raw materials and formulas against U.S. and international regulations (prohibited and restricted substances, use limits, allergens, impurities) and against brand, retail and partner standards.
    • Review supplier documentation (specifications, COAs, SDSs, regulatory statements) and alternate suppliers.
    • Support reformulations and product lifecycle changes, re-verifying compliance each time.
  • Label & Artwork Review
    • Review and approve product labeling and artwork, providing final compliance sign-off.
    • Verify ingredient declarations, warnings, directions, net contents, required statements and market-specific requirements (U.S., EU/UK, Canada, Australia and others).
    • Maintain label requirement matrices by market and flag where packaging can be shared or must differ.
  • Product Compliance & Market Readiness
    • Manage required registrations, listings and notifications (e.g., MoCRA/FDA, EU/UK notifications, Canada CNF).
    • Maintain Product Information Files (PIFs), Safety Data Sheets (SDS) and product dossiers.
    • Initiate and oversee safety, efficacy and performance testing programs.
  • Quality Systems Support
    • Work with the Quality team to apply GMP principles (e.g., ISO 22716) and keep compliance records consistent with the quality system.
    • Support change control, deviations and CAPA where they affect regulatory status, labeling or claims.
    • Support supplier qualification, audits and inspection readiness.
  • Cross-Functional Collaboration & Risk
    • Partner with Product Development, R&D, Quality and Commercialization to align compliance milestones with timelines.
    • Conduct risk assessments with Legal, especially on claims and product positioning.
    • Support complaint and adverse event handling, and monitor regulatory changes and their impact on products.

About You:

  • Bachelor's degree in chemistry, life sciences, regulatory science or a related field.
  • 5+ years of experience in cosmetic or personal care compliance, with demonstrated depth in claims substantiation, ingredient review and label review.
  • Claims: Experience building substantiation for product claims and distinguishing cosmetic from drug claims, with knowledge of FDA OTC, FTC and advertising standards.
  • Ingredients: Ability to evaluate raw materials and formulas against MoCRA/FDA, EU/UK, Canada and other regulations, including restricted ingredients, color additives and fragrance allergens.
  • Labels: Experience reviewing artwork and labels for multiple markets, including ingredient declarations, warnings and required statements.
  • Working knowledge of quality systems (GMP, supplier qualification, CAPA) and experience with a QMS such as Qualio.
  • Strong cross-functional communication, judgment and attention to detail.
  • Experience managing, mentoring or leading others, or readiness to take on a first people-management role.
  • Ability to delegate effectively, review work for quality, and build team capability.
