Senior Stakeholder Engagement Specialist

Dynamis, Inc. is seeking a Senior Stakeholder Engagement Specialist to build and sustain trusted relationships across the FSLTTIP (Federal, State, Local, Tribal, Territorial, International, and Private Sector) community, drive adoption of HSIN products and services, and manage the stakeholder lifecycle. This role converts stakeholders into HSIN advocates through outreach, training, and consistent communication, and ensures stakeholder needs are captured, understood, and translated into program improvements. Two (2) FTEs are required.

Responsibilities:

  • Communicate effectively to keep HSIN stakeholders informed; build relationships based on trust and mutual respect.
  • Help stakeholders adapt to the Drupal-based HSIN platform, explaining how files are stored and shared and what the platform currently can and cannot do, and relay feedback on capability gaps to the HSIN development team.
  • Manage stakeholder expectations through consultation and negotiation; understand the full range of HSIN features to inform stakeholders.
  • Develop outreach approaches to reach stakeholders within and across the homeland security environment; equip and empower them to champion HSIN.
  • Proactively develop and propose stakeholder engagement ideas, concepts, and information-sharing campaigns for different missions and users; lead creation of new and updated fact sheets, online updates, and other stakeholder materials.
  • Gather stakeholder feedback and requirements to improve HSIN products, and coordinate stakeholder participation in HSIN communications (e.g., HSIN User Working Group sessions).
  • Document stakeholder communications and lifecycle records in the program's engagement-management tool (HELM) and maintain HELM program documentation; produce engagement, communications, and training metrics for monthly Stakeholder Engagement Metric and Activity Reports.
  • Support coordination and facilitation of meetings, briefings, webinars, demonstrations, and mission-critical stakeholder visits nationwide as requested.
  • Assist stakeholders in planning exercises, workshops, demonstrations, and training, and provide operational support for exercises, incidents, and special events as requested by the Government.
  • Contribute to the HSIN Strategic Stakeholder Engagement Plan and Stakeholder Matrix, the quarterly Travel Schedule, and Event Summaries (due within five days of return).

Requirements:

  • Minimum 10 years of relevant experience leading teams and identifying stakeholders' business needs.
  • Proficiency in communication, change management, and mobilizing and engaging stakeholders who benefit from using HSIN.
  • Demonstrated ability to build stakeholder relationships based on trust and mutual respect, and to manage expectations through consultation and negotiation.
  • Ability to rapidly develop working knowledge of the full range of HSIN features and products sufficient to inform and advise stakeholders.
  • U.S. citizenship required. Non-U.S. citizens, including Lawful Permanent Residents, are not permitted to access DHS IT systems under this task order.
  • Must obtain and maintain a favorable DHS suitability determination and background investigation (SF-86 via e-QIP, fingerprints, credit release); U.S. residency for at least three of the past five years.
  • Must pass DHS E-Verify employment eligibility verification.

Preferred:

  • Active Secret clearance (or higher); prior DHS, homeland security, or FSLTTIP-community engagement experience.
  • Experience with stakeholder-lifecycle/CRM tools (e.g., HELM or equivalent) and engagement metrics/dashboards.
  • Strongly preferred: experience with Drupal-based websites or platforms, including content governance, how files are stored and shared, and platform capabilities and limitations.
  • Experience developing outreach materials, fact sheets, briefings, and webinars for diverse government and private-sector audiences.
  • Bachelor's degree in communications, public administration, business, or a related field.
  • Familiarity with HSIN, including its governance documents, Privacy Impact Assessment, and Terms of Service.

 

 

Salary range: $145,000-165,000

The salary range for this position represents the anticipated hiring range. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and potential contract funding.
