SBAS Lead Program Management Analyst

The Student and Exchange Visitor Program (SEVP) is a critical national security program within the Department of Homeland Security. Housed within ICE, Homeland Security Investigations' National Security Division, SEVP oversees the F and M nonimmigrant classes and, with the Department of State, the J exchange visitor class: more than one million international students and exchange visitors, plus the schools and sponsors that host them. Its system of record, SEVIS, is designated an ICE high-value asset. Dynamis, Inc. is seeking a SBAS Lead Program Management Analyst that will lead the team that keeps SEVP's business automation backbone (SEVPAMS, RPA bots, the SEVP Interactive Dialog chatbot, and Tableau analytics) organized, documented, and mission-ready, so HSI investigators, compliance officers, and SEVP leadership can act fast on reliable information. As Dynamis key personnel, the Lead will direct the SBAS team, partner daily with SBAS federal leadership, and own the quality of every SBAS product.

Responsibilities:

  • Lead SBAS section-level operations: track taskings from intake to closure, coordinate strategic planning, and report status to SBAS federal leads and the contractor Program Manager.
  • Direct and assign work to SBAS Program Management Analysts and the Technical Writer/Editor; review all products for technical accuracy and compliance with government standards and approved templates before delivery.
  • Own SBAS communications and collaboration products, including templates, SOPs, articles, and presentations; manage the SBAS program repository and digital libraries in SEVPAMS (SharePoint) using records management best practices.
  • Run SBAS meeting management (scheduling, agendas, minutes, and action items) and prepare activity, productivity, and strategic reports, including SBAS input to weekly, monthly, and strategic plan deliverables.
  • Train SEVP staff on templates and documentation standards; use DHSChat and other ICE-approved GenAI tools to draft and refine content; track SBAS performance against PWS measures (98% on-time taskings, 100% template compliance) and recommend improvements.

Requirements:

  • Minimum 8 years of experience in administrative or program management roles, preferably in a federal environment; education may substitute for experience (bachelor's = 3 years, master's = 4 years, doctorate = 5 years)
  • Demonstrated expertise managing section-level operations, tasking, and strategic planning, and developing and reviewing templates, SOPs, articles, and presentations.
  • Proficiency managing digital repositories and collaboration sites with SharePoint, MS Office Suite (Word, Excel, PowerPoint), and Teams; strong experience using generative AI tools to create and revise content.
  • Key personnel leadership skills: strong business writing, active listening, adaptability to shifting priorities, building cooperation across stakeholders, briefing executives on technical issues, and leading and mentoring teams.
  • U.S. citizenship and the ability to obtain and maintain a favorable ICE background investigation (Entry on Duty).

Preferred:

  • Prior SEVP experience, including working knowledge of SEVPAMS user units such as SCU, SAOC, SRC, and Policy.
  • Familiarity with DHS/ICE documentation, records management, quality assurance, and compliance review processes.
  • Knowledge of federal documentation, Section 508 accessibility, and information assurance standards; experience with Tableau dashboards and visualizations.
  • Bachelor's degree in Business Administration, Public Administration, Communications, Information Management, or a related field.

 

 

Salary range: $125,000-155,000

The salary range for this position represents the anticipated hiring range. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and potential contract funding.
