SBAS Program Management Analyst

The Student and Exchange Visitor Program (SEVP) is a critical national security program within the Department of Homeland Security. Housed within ICE, Homeland Security Investigations' National Security Division, SEVP oversees the F and M nonimmigrant classes and, with the Department of State, the J exchange visitor class: more than one million international students and exchange visitors, plus the schools and sponsors that host them. Its system of record, SEVIS, is designated an ICE high-value asset. Dynamis is seeking a SBAS Program Management Analyst to keep the business side of SEVP's automation portfolio (SEVPAMS, RPA bots, the SEVP Interactive Dialog chatbot, and Tableau analytics) running: tracking taskings, maintaining SOPs and digital libraries, and turning meetings into documented decisions and actions for SEVP leadership. This role will give SEVP the disciplined, accurate program support its national security mission depends on. Number of FTEs to be confirmed in the final staffing plan.

Responsibilities:

  • Track SBAS taskings from intake to closure and support section operations and strategic planning activities.
  • Draft, maintain, and review templates, SOPs, articles, and presentations to government standards and approved formats.
  • Maintain SBAS digital repositories and collaboration sites in SEVPAMS (SharePoint), with monthly review and updates.
  • Provide meeting support, including scheduling, agendas, recording, minutes, and action item tracking, with minutes published within three working days.
  • Prepare activity and productivity reports, conduct initial quality reviews before Lead review, assist with training on templates and documentation standards, and use DHSChat and other ICE-approved GenAI tools to draft and revise content.

Requirements:

  • Minimum 3 years of relevant experience in administrative or program management roles; education may substitute for experience (bachelor's = 3 years, master's = 4 years, doctorate = 5 years).
  • Experience supporting section-level operations and tasking, drafting and reviewing templates, SOPs, and presentations, and preparing activity and productivity reports.
  • Proficiency managing digital repositories and collaboration sites with SharePoint, MS Office Suite (Word, Excel, PowerPoint), and Teams, plus experience using generative AI tools for documentation and communications.
  • Strong written and verbal communication skills and the ability to conduct initial reviews for technical accuracy and compliance.
  • U.S. citizenship and the ability to obtain and maintain a favorable ICE background investigation (Entry on Duty).

Preferred:

  • Prior SEVP experience and familiarity with DHS/ICE documentation and records management practices.
  • Experience with quality assurance and compliance review processes, and knowledge of Section 508 and information assurance standards.
  • Experience with Dynamics 365, Power Platform, or Power Automate in a SharePoint environment.
  • Bachelor's degree in Business Administration, Public Administration, Communications, Information Management, or a related field.

 

 

Salary range: $75,000-115,000

The salary range for this position represents the anticipated hiring range. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and potential contract funding.
