Manager - Program Manager, Senior

Job Description: 

We are seeking a skilled and experienced Program Manager to provide oversight and leadership for large, multi-functional project teams in a systems development environment. The Program Manager will be responsible for managing Integrated Master Schedules (IMS), milestone events, and Defense Acquisition System milestones. This role will ensure the successful completion of complex tasks, often under tight budget and time constraints, while providing both administrative and technical leadership. The Program Manager will also be responsible for overseeing cost, schedule, subcontract management, and ensuring the delivery of contract deliverables and performance in line with the Program Work Statement (PWS).

Duties/Responsibilities:

  • Project and Program Management:
    • Oversee large, multi-functional project teams, ensuring successful execution within the planned schedule and budget.
    • Create, manage, and track Integrated Master Schedules (IMS), including milestone events and decisions related to the Defense Acquisition System.
    • Plan and manage complex tasks while addressing tight budgetary and time constraints.
    • Review reports and activity records to ensure project progress aligns with specified objectives.
    • Provide administrative and technical leadership to project teams, ensuring effective communication and alignment of objectives across all levels.
  • Contract and Subcontract Management:
    • Ensure successful subcontract management, including overseeing invoicing, performance, and delivery of contract deliverables.
    • Manage all aspects of cost, schedule, and performance on the contract, ensuring milestones are met.
    • Work closely with the Contracting Officer's Representative (COR) to fill staffing vacancies promptly and plan for necessary staffing to achieve work completion milestones.
    • Supervise contractor personnel, ensuring performance aligns with the PWS and all deliverables meet quality and timeliness requirements.
  • Coordination and Stakeholder Management:
    • Coordinate tasks and monitor the fulfillment of contract requirements, ensuring the timely delivery of services and products to customers.
    • Foster collaboration among cross-functional teams to develop and execute acquisition strategies and program objectives.
    • Serve as the primary point of contact for internal and external stakeholders, ensuring clear communication and successful coordination of activities.
  • Risk Management and Compliance:
    • Identify and mitigate programmatic risks and manage life cycle cost modeling and requirements documentation.
    • Provide insights and recommendations on Program of Record documentation and Joint Capabilities Integration Development System (JCIDS) processes.
    • Manage configuration and requirements documentation, ensuring compliance with DoD and industry best practices.

Required Skills:

  • Proven experience in managing large-scale programs, including overseeing teams and managing cross-functional project tasks.
  • Strong background in Integrated Master Schedule (IMS) creation and management, with knowledge of Defense Acquisition System milestones.
  • Experience in subcontract management, cost/schedule management, and quality assurance of contract deliverables.
  • Familiarity with acquisition strategy, Program of Record documentation, JCIDS, life cycle cost modeling, and programmatic risk management.
  • Ability to manage multiple priorities and tasks, ensuring adherence to timelines and quality standards.
  • Excellent written and verbal communication skills, with the ability to interact effectively with senior leadership and stakeholders.
  • Strong leadership abilities, including team development, conflict resolution, and decision-making skills.
  • Project Management Professional (PMP) or DAWIA PR actioner Level in Program Management.
  • Proven experience in managing large, multi-functional teams within systems development environments.
  • Strong understanding of Integrated Master Schedules (IMS) and Defense Acquisition System milestones.
  • Ability to manage cost, schedule, and performance to meet project objectives.
  • Excellent leadership and communication skills, both written and oral.
  • Strong background in acquisition strategy, risk management, and life cycle cost modeling.

Nice to Have Skills: 

  • Experience within the DoD Biometrics community or with interagency biometrics stakeholders.
  • Expertise in Program of Record documentation and Joint Capabilities Integration Development System (JCIDS).
  • Familiarity with industry best practices and government contract management in defense acquisition.
  • Familiarity with Government contract and subcontract management in a defense acquisition environment.
  • Knowledge of industry best practices and government regulations pertaining to program management.
  • Experience working in a defense acquisition environment, with an emphasis on DoD procurement and contract compliance.

Education and  Experience:

  • Bachelor's Degree in relevant discipline
  • Ten (10) years DoD program management, Government technical management

  • Possible
