Senior Consultant - Product Management Specialist

Job Description: 

Dynamo Technologies, LLC is  seeking multiple Product Management Specialists to support of the Product Manager Biometrics (PdM Biometrics) mission. The Product Management Specialist will serve as the Principal/Lead responsible for accomplishing and contributing to all acquisition responsibilities of the Product Team. This role is key in ensuring the successful acquisition, development, and transition to sustainment of product capabilities, providing expertise in cost, schedule, performance management, risk mitigation, and stakeholder coordination. The specialist will support a variety of acquisition activities, ensuring compliance with DoD processes and contributing to strategic decision-making at various levels within the organization.

Responsibilities:

  • Acquisition and Product Lifecycle Management:
    • Serve as the Principal/Lead in managing acquisition responsibilities for the Product Team, overseeing the cost, schedule, and performance of product capabilities.
    • Proactively execute acquisition tasks related to risk management, product performance, and planning, including milestone events and decisions within the Defense Acquisition System.
    • Develop, manage, and maintain Integrated Master Schedules (IMS) and track key milestone events throughout the product lifecycle.
    • Use risk management principles to identify, assess, and mitigate risks during product acquisition and development.
    • Develop strategies for posturing product capabilities for transition to sustainment.
    • Organize and synthesize data, preparing papers, briefings, and charts to support critical decision-making for the product’s future.
  • Stakeholder Coordination and Reporting:
    • Coordinate and collaborate with internal and external stakeholders, ensuring alignment and communication across the team and relevant departments.
    • Develop and prepare Quarterly Performance Reports (QPR) and Program System Review (PSR) slides, summarizing the product's progress, risks, and strategic direction.
    • Respond to taskers from OSD, HQDA, PEO IEW&S, and PM TS, providing accurate answers and updates for Government approval.
    • Ensure timely completion of internal and external reporting requirements, including coordination with various levels in the chain of command.
    • Facilitate and coordinate Product Team meetings, including the setup of telecoms, meeting invites, agendas, and read-ahead materials.
  • Administrative and Coordination Support:
    • Support short-notice tasks with a quick turnaround (within 24 hours before suspense deadlines), ensuring completion and tracking of responses with proper configuration control.
    • Track and ensure compliance with mandatory training requirements for the Product Team and other relevant personnel.
    • Provide administrative support for various team and program activities, including scheduling meetings, maintaining project documentation, and ensuring follow-through on action items.
    • Ensure proper configuration control of documents, responses, and communications across the acquisition process.

Required Skills: 

  • Project Management Professional (PMP) or DAWIA Practitioner Level Certification in Program Management.
  • Strong leadership and acquisition management experience, especially in the DoD environment.
  • Expertise in risk management, scheduling, and milestone event planning within the Defense Acquisition System.
  • Ability to work under tight deadlines and with a high level of attention to detail.
  • Excellent communication and interpersonal skills for coordinating with internal and external stakeholders at all levels.
  • Proven track record of successfully managing acquisition tasks and product transitions to sustainment

Nice to Have Skills: 

  • Experience with DoD or interagency biometrics technologies and security protocols.
  • Familiarity with DoD acquisition tools such as DAMIRS, CMIS, IMS, and Performance Management Systems.
  • Proficiency in advanced data analytics using tools like Excel, Power BI, and Tableau for performance tracking and decision-making.
  • Possession of a Project Management Professional (PMP) certification or expertise in Agile/Lean methodologies.
  • Experience with legislative and regulatory reporting, including Congressional submissions and DoD regulations.
  • Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process and financial systems like GFEBS and SFS.
  • Ability to develop acquisition strategies and related documents.
  • Strong communication skills, including the ability to present complex data to senior leadership and stakeholders.
  • Experience in cross-functional collaboration, working with teams from engineering, logistics, and acquisition.
  • Understanding of contract management, including contract structures, modifications, and negotiations.
  • Experience in change management, particularly leading product transitions from development to sustainment.

Years Of Experience:

  • Bachelor's Degree in relevant discipline
  • Ten (10) years of relevant experience in DoD systems acquisition.
