
Acquisition Analyst, Senior
Job Description:
We are seeking an experienced Senior Acquisition Analyst to provide acquisition development and procurement management to support defense acquisition programs with a focus on biometrics and related technologies. The ideal candidate will have deep expertise in procurement processes, acquisition strategies, and financial compliance, particularly within the DoD Biometrics community. The ideal candidate will have a strong background in DoD acquisition programs, Planning, Programming, Budgeting, and Execution (PPBE) processes, and experience collaborating with Service Headquarters, OSD, and Congress.
This role is on-site on Fort Belvoir, VA
Responsibilities:
- Acquisition Planning and Documentation:
- Prepare, revise, maintain, and coordinate acquisition documentation in alignment with DoD, Army, and Federal policies and regulations, including DoD 5000, 7000, and 8000 Series, ARs 1-1 and 70-1, and OMB A-11.
- Prepare service contract approval request packages and coordinate acquisition actions with contracting personnel.
- Program and Budget Analysis:
- Analyze project and product milestones, budgets, and funding to recommend programmatic adjustments.
- Develop and present program budget and acquisition management positions.
- Provide input to Program Objectives Memorandum (POM) submissions.
- Review budget estimates for compliance with policies, guidance, and limitations established by Congress, OMB, OSD, HQDA, and PEO IEW&S.
- Financial and Reporting Support:
- Provide inputs and responses for financial requirements from HQDA Army Budget Office (ABO), HQDA Assistant Secretary of the Army (ASA) Acquisition, Logistics, and Technology (ALT), and PEO IEW&S.
- Develop senior leader briefings on out-year funding matters.
- Prepare Program Budget Briefs, Smart Charts submissions, Unfunded Requirements requests, Spruill Charts, Program Management Review slides, Quarterly Progress Review (QPR) slides, Purchase Requests (PR) Forms, IT Budget Exhibits, Testing and Evaluation (T&E) Budget Exhibits, and Field Service Agreements.
- Stakeholder Coordination and Communication:
- Coordinate program updates with Service Headquarters (e.g., HQDA) and prepare updates for OSD and Congress on DoD products.
- Serve as the primary lead on responses to external and internal taskers.
- Develop and deliver briefings for leadership, program stakeholders, and interagency partners.
- Preferred Experience:
- Direct experience with DoD acquisition programs and PPBE processes.
- Familiarity with the DoD Biometrics community or interagency biometrics stakeholders.
- Knowledge of acquisition regulations and guidance, including milestone decision reviews and program compliance requirements.
Required Skills:
- Strong analytical skills with experience in DoD acquisition processes and procurement planning.
- Working knowledge of FAR, DFARS, and AFARS regulations.
- Experience with acquisition documentation, milestone decisions, and contract strategies.
- Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Visio).
- Strong verbal and written communication skills, including the ability to develop reports and presentations for senior leadership.
- Ability to work collaboratively with interagency stakeholders, including DoD Biometrics and procurement teams.
Nice to Have Skills:
- DAWIA Practitioner Level Certification in Program Management, or Professional Level Certification in Contracting.
- Experience developing Program Budget Briefs, Smart Charts, and POM submissions.
- Understanding of biometrics and their applications within DoD or interagency programs.
Education and Experience:
- Bachelor's degree in a relevant discipline OR ten (10) additional years of relevant experience in DoD acquisition.
- Ten (10) years of relevant experience in DoD systems acquisition.
