Job Description:

Dynamo Technologies LLC is seeking a Configuration Manager to support the Program Manager for Positioning, Navigation, and Timing (PM PNT). The Configuration Manager will play a critical role in maintaining and improving the CM processes and systems for PM PNT, ensuring that all technical baselines and engineering changes are properly controlled and documented throughout the lifecycle of the program. The ideal candidate will have extensive experience in Configuration Management procedures, including change control processes, risk assessments, and managing the documentation associated with engineering and acquisition programs. You will lead and manage Configuration Control Boards (CCBs), conduct impact assessments, and ensure compliance with government and program requirements.

Duties/ Responsibilities 

  • Provide engineering and analytical support for Configuration Management (CM) operations across all program phases, ensuring alignment with DoD, Army, and PM PNT CM standards and documentation requirements.
  • Develop, maintain, and improve CM plans, documentation, and processes to support program objectives, including sections of CM Plans, SOW requirements, and CDRLs.
  • Manage the Engineering Change Proposal (ECP) process, including review, impact analysis (cost, schedule, performance), and routing through the formal change control process.
  • Organize, conduct, and lead Configuration Control Boards (CCBs), providing technical reviews, risk and impact assessments, and recommendations to ensure appropriate change approvals to the technical baseline.
  • Maintain configuration status accounting (CSA) and ensure accurate records of configuration items, including managing internal repositories and government-provided CM databases.
  • Evaluate and maintain repositories of Engineering Change Proposals (ECPs) and Requests for Variances (RFVs), ensuring traceability and consistency with CCB outcomes.
  • Support and participate in Functional and Physical Configuration Audits and conduct technical assessments of engineering reviews to validate compliance and integrity of configuration items.
  • Review and provide input to key engineering documentation (e.g., SEPs, TEMPs, acquisition strategies) to ensure adherence to configuration control requirements.
  • Collaborate with PM PNT leadership to facilitate change approvals, improve CM processes, and ensure continuous process alignment with mission goals.

Required Skills/Abilities

  • Strong, in-depth knowledge of Configuration Management (CM) principles, processes, and tools, including baseline management, change control, and Configuration Status Accounting (CSA); familiarity with Mil-HDBK-61B, GEIA 649-1, and GEIA 649C standards is preferred.
  • Proven experience supporting Army electronic equipment programs and Acquisition Category (ACAT) level programs.
  • Demonstrated expertise in managing and improving CM processes, including the development and maintenance of CM plans, documentation, and execution of Engineering Change Proposals (ECPs) through the Configuration Control Board (CCB) process.
  • Skilled in conducting risk and impact assessments to evaluate the effects of changes on cost, schedule, and system performance.
  • Proficient in reviewing and developing technical and acquisition documentation (e.g., SEPs, TEMPs, acquisition strategies, cybersecurity strategies), with strong attention to detail for ensuring documentation and record accuracy.
  • Experience participating in CM audits and verification activities to ensure integrity and traceability of the product baseline.
  • Competent in using and maintaining government-furnished databases and Microsoft Office suite products for CM tracking, updates, and reporting.
  • Strong technical writing expertise, along with excellent oral and written communication skills to produce and coordinate program documentation, reports, and briefings.
  • Effective interpersonal, time management, and analytical skills with the ability to collaborate with stakeholders, including PM PNT leadership, to support change approvals and continuous improvement initiatives.
  • Willing and able to travel up to 10% to support program activities at locations such as Aberdeen or other government sites.
  • U.S Citizenship required

Nice to Have Skills

  • Experience with Automated Configuration Management Tools (e.g., JIRA, ClearCase, Subversion, or similar).
  • Knowledge of Risk Management Framework (RMF) and cybersecurity best practices for configuration management.
  • Experience working with multi-disciplinary teams, including engineers, program managers, and stakeholders to assess the impact of changes.
  • Experience with software configuration management in addition to hardware, particularly for C5ISR systems.

Education and Experience:

  • Bachelor's degree required
  • Master's degree preferred

  • 10% or less
