About the role 

The Director, Regulatory Affairs will lead the Regulatory Operations function and team. Reporting into the Associate General Counsel, Compliance & Risk, this person will oversee all aspects of regulatory compliance with secondhand dealer and other local laws including obtaining, and renewing, various licenses required in connection with the Company's business, as well as communicating with regulatory authorities, law enforcement, and other public agencies.  

This position will also independently develop, implement, maintain and manage the Regulatory strategy for ecoATM, helping the company to expand its kiosk footprint and utilize workflow automation to create more efficient processes to ensure the company maintains compliance as it continues to scale. 

 
Responsibilities 
 
Leadership role in managing all the compliance requirements in the secondhand dealer ecosystem including -- planning, preparing, and tracing regulatory documents and submissions; reviewing and monitoring local laws and regulations to ensure compliance; establishing new processes and timelines to satisfy business objectives.

  • Monitors and assesses local compliance trends, pending regulations and permits requirements, or guidance documents and emerging technologies for potential regulatory operations impact, develop action plans and business tools accordingly. 
  • Collaborates with business development and internal stakeholders to facilitate kiosk network expansion;  
  • Researches and approves of company secondhand dealer compliance in new and existing locations.  
  • Tracking and monitoring of legislative changes for secondhand dealers in the areas in which the company operates.  
  • Analyzing laws, regulations, and legislative directives and providing the requirements to business operations units.  
  • Working with local regulators and municipal offices to secure and renew permits and licenses. 
  • Working with local lobbyists, law enforcement, and other municipal offices to modify local secondhand dealer laws to ensure company operations. 
  • Supports budgeting and forecasting activities in partnership with the business teams.  
  • Assisting with resourcing and contracting for vendors that provide external Regulatory Operations tasks, oversee and coordinate vendors, and ensure project delivery. 
  • Interacting with and serving as resource for Regulatory Operations team to plan support of compliance activities and inspection readiness. 
  • Working across company disciplines (Channel, Kiosk Operations, Finance and Legal) to ensure timely delivery of submission documents. 
  • Manages the general and overall coordination of reporting to law enforcement, regulatory authorities, and other government stakeholders, including coordinating subpoena responses.  
  • Organize and manage meetings with departments outside of Regulatory to coordinate, plan, and track Regulatory inputs for business initiatives.  
  • Ensures a consistent style of document presentation to maintain quality and ease of review, and adherence to company standards. 
  • Assist with development of SOPs as necessary to ensure consistency and high standards in Regulatory Operations and coordination with other teams. 
  • Develop KPIs and other analytics to drive continuous improvement of ecoATM’s Regulatory strategy.  

Education & Requirements  

  • Juris Doctorate degree required 
  • 8+ years of providing counsel to growing tech, recommerce, or similar companies subject to regulatory oversight. 
  • 5+ years of experience managing people and growing/developing a professional team, with a proven track record of ensuring that both business objectives and individual professional development objectives are met. 
  • Regulatory compliance or government affairs experience required;  
  • Experience providing counsel to businesses with retail operations strongly preferred; 
  • Proven ability to secure lobbying resources to effect changes in state and local jurisdictions, through legislative changes or negotiations with government stakeholders 
  • Experience building collaborative environments, fostering strong team cultures, and instilling a customer service mindset among project teams. 
  • Excellent written and verbal communication skills; ability to effectively collaborate and communicate across multiple departments and maintain cordial relations with counterparts and officials in state and local government regulatory agencies 
  • Strong interpersonal skills with excellent negotiation, facilitation and conflict resolution ability  
  • Ability to work across business unit and functional lines to create a cohesive working team, build relationships and deliver projects  
  • Proven record of driving continuous improvementby studying existing processes and leveraging workflow automation tools to drive efficiencies and scale 
  • Ability to see the big picture and conceptualize and document creative solutions 
  • Expert administrative skills including Salesforce Service Cloud, MS Office, and SharePoint

Compensation: $170,000 - $185,000 + bonus + equity options 

Base pay offered may vary depending on job-related knowledge, skills, and experience. This information is provided per CA SB 1162 (“CA Pay Transparency Law”). Base pay information is based on market location. Learn more about ecoATM benefits here.

This position may also be eligible for short-term and long-term incentives based on individual and company performance.
