The Senior Technical Program Manager provides enterprise level leadership and technical coordination in support of the Enterprise Business Systems (EBS) Division. This role supports the delivery of integrated technical solutions, structured program management, data integrity efforts, and mission focused analysis that enable NIWC Atlantic to meet operational and strategic objectives. The position leads cross functional collaboration, supports modernization of enterprise environments, and ensures consistent, standardized inputs to authoritative systems. The Senior Technical Program Manager also drives Agile execution, facilitates requirements development, and delivers clear operational updates and technical summaries that support informed decision making across EBS initiatives.

Key Responsibilities


Enterprise Program Leadership & Coordination
• Provide senior level leadership integrating enterprise systems across cloud, data, and security domains to support coordinated technical execution and cross organizational alignment.
• Lead multi disciplinary teams delivering secure, integrated capabilities across EBS initiatives.
• Coordinate efforts between government and contractor personnel and serve as a primary liaison during operational reviews, technical discussions, and leadership engagements.
• Deliver clear operational updates and technical summaries to leadership, translating complex issues into actionable information.

 Program Management, Agile Execution & Requirements Development
• Implement NIWC Atlantic project management processes, tools, and templates to support structured planning, scheduling, and reporting.
• Apply Agile methodologies to facilitate collaboration, define stakeholder needs, and support development of product visions, backlogs, and release plans.
• Support development, refinement, and documentation of functional and technical requirements, including translating stakeholder needs into engineering solutions and managing change requests.

Data Management, Integrity & Decision Support
• Identify authoritative data requirements, document data and interface needs, and support data analysis activities.
• Apply experience with DoD wide data environments such as ADVANA to support structured data inputs, authoritative data handling, and mission focused analysis across EBS initiatives.
• Ensure consistent, standardized data input to authoritative systems such as NERP, NP2, NSIPS, ADE, and related platforms.
• Support cost, schedule, and performance reporting for the Business Intelligence Environment, including operational summaries, trend analyses, and mission focused insights that enhance decision making.

Operational Modernization, Process Improvement & Risk Management
• Support modernization of enterprise environments through structured process improvement, standardized inputs, and operational planning.
• Assist in developing risk assessments, prioritizing impacts, and supporting resource alignment across EBS initiatives.
• Streamline workflows, improve data quality, and enhance operational readiness across supported programs.

Performance Analysis, Operational Assessment & Intelligence Support
• Support development and sustainment of Business Intelligence capabilities, including Operational Displays, Metrics Displays, and Program Overviews.
• Conduct Data Insights, Performance Analysis, and Predictive Analysis to identify patterns, trends, risks, and opportunities.
• Contribute to continuous performance improvement across the Business Intelligence Environment through structured analysis and standardized reporting.

Required Qualifications
• Experience leading enterprise level technical programs involving cloud, data, and security integration.
• Demonstrated ability to coordinate across government and contractor teams and support structured reporting, operational updates, and leadership briefings.
• Strong background in Agile execution, including backlog development, release planning, and facilitation of cross functional collaboration.
• Experience supporting data integrity, authoritative data requirements, and structured inputs to enterprise systems such as NERP, NP2, NSIPS, ADE, or similar DoD/DoN platforms.
• Ability to conduct Performance Analysis, Operational Assessment, and Predictive Analysis to support mission focused decision making.

Experience supporting modernization efforts, process improvement, and operational planning across enterprise environments.
Preferred Certifications
• PMP
• SAFe Agilist or Scrum Master
• CISSP
• AWS Solutions Architect or equivalent
• ITIL Foundation
• DAU Program Management or Systems Engineering coursework (FAC-P/PM or equivalent)

Salary: $150k+ dependent on education and experience
