Ignite Digital has an exciting opportunity for a Business Development & Capture Analyst to support growth and capture activities across our priority accounts, with emphasis on Navy, DoW, or DHS customers. This position will interface with all levels of employees and management while supporting multi-disciplinary teams with opportunity research, pipeline management, capture planning, customer and competitor analysis, solicitation reviews, proposal artifacts, and executive-level BD materials. This includes the creation of technical, management, and past performance volumes for White Papers, Requests for Information (RFIs), and Requests for Proposal (RFPs). Additionally, this role will support capture activities when proposals and RFIs are not active. You will work closely with Contracts and Pricing teams to ensure proposals meet solicitation requirements and are submitted on time.

Responsibilities:

Business Development & Pipeline Support
• Support the Growth team in identifying, tracking, qualifying, and advancing opportunities across related Navy, DoW, or DHS customers.
• Maintain pipeline integrity, opportunity summaries, action-item logs, customer notes, teaming partner matrices, and capture artifacts.
• Prepare materials for pipeline reviews, gate reviews, opportunity qualification discussions, and executive growth updates.
• Track related Navy, DoW, or DHS opportunities across SAM.gov, GovWin, SeaPort, PIEE, GSA, IWRP, and other relevant contract vehicles or market intelligence sources.


Capture & Opportunity Research
• Conduct customer intelligence, opportunity, competitor, incumbent, contract vehicle, and partner research to support capture strategy and price-to-win activities.
• Review RFIs, sources sought notices, draft RFPs, final RFPs, PWS/SOW documents, amendments, Q&A, and evaluation criteria.
• Work with Mission Delivery team to understand customer environment, requirements, and future end-state visions.
• Support development of opportunity briefs, customer profiles, competitive assessments, win themes, call plans, and capture action plans.
• Help translate customer requirements into Ignite Digital capability alignment

Proposal & Solicitation Support
• Support proposal development activities, including compliance matrices, templates, content outlines, past performance artifacts, resumes, graphics (e.g., visuals, charts, graphs, diagrams, etc.) and management/technical volume inputs.
• Assist with formatting, editing, proofreading, and quality control to ensure proposal submissions are compliant, accurate, and professional.
• Coordinate with Capture, Proposal, Contracts, Pricing, Delivery, and technical SMEs to gather inputs and manage deadlines.
• Support color team reviews, recovery actions, and final production activities as needed.

Executive Artifacts & Administrative Support
• Build clear, polished PowerPoint, Word, and Excel artifacts for customer meetings, partner discussions, gate reviews, pipeline reviews, and executive briefings.
• Use AI productivity tools responsibly to accelerate research, summarize materials, develop outlines, draft content, and improve workflow efficiency.
• Manage meeting notes, follow-ups, action items, and recurring BD/capture administrative rhythms.

Required Qualifications:
• 2+ years of Navy, DoD, DHS, federal consulting, government contracting, or military experience directly related to one or more Ignite Digital mission areas: financial management, acquisition management, contracts management, program management, digital transformation, data analytics, intelligent automation, AI/ML, visualization/reporting, audit readiness, software/data engineering, DevSecOps, or enterprise IT modernization.
• Working knowledge of the federal business development, capture, proposal, or acquisition lifecycle.
• Familiarity with government solicitations, including RFIs, sources sought notices, draft RFPs, final RFPs, PWS/SOW documents, evaluation criteria, compliance requirements, and proposal response processes.
• Bachelor’s degree in Business, Finance, Economics, Public Administration, Government Contracting, Information Systems, Data Analytics, Engineering, or another relevant field.
• Strong proficiency in Microsoft PowerPoint, Word, and Excel.
• Ability to develop professional artifacts such as opportunity summaries, customer profiles, pipeline trackers, compliance matrices, call plans, executive briefings, and proposal support documents.
• Strong research, analytical, organizational, and problem-solving skills.
• Exceptional attention to detail and ability to manage multiple priorities under tight deadlines.
• Strong written and verbal communication skills, including the ability to summarize complex information clearly for senior leaders.
• Self-starter with strong ownership, intellectual curiosity, and ability to operate with limited oversight.
• Ability to responsibly leverage AI productivity tools such as Microsoft Copilot, ChatGPT, or similar platforms.

Desired Qualifications:
• Prior experience supporting NAVWAR, NIWC Pacific, NIWC Atlantic, PEO Digital, PEO C4I, Navy FM, Navy ERP, Navy audit, or Navy, DoW, or DHS digital transformation programs.
• Experience with GovWin, SAM.gov, SeaPort NxG, PIEE, GSA, IWRP, or other federal opportunity tracking platforms.
• Familiarity with Navy, DoW, or DHS contract vehicles, teaming strategies, subcontracting, recompetes, and capture strategy development.
• Experience supporting competitive intelligence, price-to-win research, customer call planning, or partner analysis.
• Experience supporting proposal color teams, compliance reviews, past performance libraries, or technical/management volume development.
• Active DoD clearance or ability to obtain one.
• APMP Foundation certification or interest in pursuing APMP certification.

Location: San Diego, CA

Travel: Less than 10% as needed for conferences and customer meetings

Schedule: Hybrid (2–3 days per week onsite)

Salary: $85,000+, commensurate with experience and education
