Growth and Capture Manager (Civilian Services)

Location: McLean, VA (Hybrid)

Terms: Full-time

Travel: 0-25%

This role supports Revolutional’s Civilian Services business unit, focused on expanding presence across, but not limited to, USDA, Treasury, Commerce, Transportation, Education, FDIC and adjacent Civilian Services agencies. ng federal IT solution services contracts. Success requires disciplined capture execution, strong customer engagement, and the ability to align technical differentiation with mission priorities.

Position Description

As Growth & Capture Manager, you will own end-to-end growth strategy and capture execution for Civilian Services opportunities. This is a key role with accountability for pipeline development, opportunity shaping, capture strategy, and win execution. You will operate at the intersection of business development and capture, driving pursuits from early shaping through award. You will be expected to move beyond opportunity management by building repeatable capture discipline, strengthening competitive positioning, and increasing win rates across the business unit.

Responsibilities

  • Lead capture strategy and execution for complex, full-and-open pursuits
  • Shape opportunities prior to solicitation through direct engagement with SES-level, acquisition, and mission stakeholders
  • Find and analyze information to bring insights that place Revolutional more competitively to propose tailored and compelling solutions to complex client problems and constraints
  • Lead win strategy development, win theme development, solutions development, teaming strategies, black hat competitive assessments, technical and management approaches, past performance and key personnel identification, pricing strategy recommendations (based on price to win and other competitive assessments), communications plans, action plans, and execution plans
  • Drive pipeline growth by identifying, qualifying, and advancing strategic opportunities
  • Develop a detailed written capture plan narrative document with supporting data that serves as input to proposal writers
  • Prepare and lead milestone/gate and other reviews
  • Align technical, management, and pricing strategies to maximize probability of win
  • Conduct competitive intelligence using GovWin, budget data, and acquisition tools
  • Partner with executive leadership, CTO, and delivery teams to position differentiated solutions
  • Lead gate reviews and ensure disciplined capture execution across all phases
  • Track and improve win rates through data-driven insights and lessons learned
  • Mentor and develop capture professionals, building scalable growth infrastructure

  • Growth and capture platforms (GovWin, Salesforce/TechnoMile, market intelligence tools)

What You Bring (Requirements)

Baseline Requirements

  • 8+ years of experience in federal growth, capture, or business development roles, specifically in the Civilian Services market areas, with 4+ years in Capture Management.
  • Authorized to work for any employer in the United States; employer-based sponsorship is not available for this role.
  • Proven experience leading captures for $25M+, preferably larger, federal opportunities in the full and open market.
  • Must be local to the DMV area with a willingness to be in office or customer locations (McLean, VA and DC area) 2 – 4 days per week.

Technical Capabilities

  • Demonstrated success leading full-and-open competitive captures
  • Strong understanding of federal acquisition lifecycle and procurement strategies
  • Experience developing capture plans, win strategies, and competitive positioning
  • Experience engaging senior government stakeholders (SES-level and acquisition leadership)
  • Proficiency with GovWin, Salesforce/TechnoMile, and federal market intelligence tools
  • Ability to align technical solutions with mission needs and acquisition strategies
