ABOUT THE CENTER FOR CAREGIVER ADVANCEMENTThe Center for Caregiver Advancement (CCA) is building the workforce of highly trained caregivers that many Californians can’t live without. For over two decades, CCA has been at the forefront of an equity-driven movement for quality training and quality jobs. CCA is one of the largest providers of training for long-term caregivers in California– training over 35,000 home care and nursing home caregivers in the past 20 years. We are pioneers in home care training and are the only organization in the country to show the value of evidence-informed training programs on both the workforce population and the low-income older adults and people with disabilities for whom they care, with curriculum licensed in four other states.
CCA develops quality training programs for both IHSS home care workers and Skilled Nursing Facility workers. We have a deep partnership with SEIU Local 2015 - the labor union that represents IHSS and SNF workers across California. Our Labor Management Training Partnership for nursing home workers is grounded in partnership systems in which skilled nursing facility employers collaborate with SEIU Local 2015 in order to benefit the workforce and provide higher-quality care to residents through high-quality courses, certifications, and apprenticeship programs.
ABOUT THE POSITION
The Chief Program Officer (CPO) at the Center for Caregiver Advancement (CCA) will play a pivotal role in guiding the development and execution of programmatic initiatives that serve California’s caregiver workforce. Reporting to the CEO, the CPO will oversee strategic program direction, cultivate partnerships, and manage a talented team to enhance programmatic impact and operational excellence. This role is critical to advancing CCA’s mission through innovative and inclusive strategies that align with organizational goals.
CORE RESPONSIBILITIES
Program Direction and Management
- Ensure that all programmatic and funder requirements are met or exceeded, particularly in relation to IHSS, HealthCare, and Skilled Nursing Facility training and career advancement programs.
- Establish and manage benchmarks for program performance, including recruitment, retention, and instructional outcomes, advising on strategies to address challenges (e.g., workforce recruitment and retention, job quality, career advancement, and evolving training needs).
- Lead data-driven strategies to improve program performance and operational efficiency, ensuring that programs are both impactful, sustainable scalable and meet workforce needs for improving job quality and professionalism.
- Demonstrates a deep commitment to DEI and embodies the values of inclusivity and cultural awareness essential to representing CCA’s diverse student and workforce base.
Staff Leadership and Management
- Connect with and motivate staff, embodying a heartfelt and “strong spine with a soft touch” approach to maintain staff connection to the mission.
- Recruit, hire, lead, and mentor team senior managers, supporting collaboration, and professional development through targeted training and skill-building initiatives.
- Assess and address professional development needs for all program senior managers and staff and propose strategies to cost-effectively build skills and competencies (e.g., establish case conferences for learning and improving, etc.).
- Partner with the CEO, CFO/COO, External Affairs, and other CCA departments/units to ensure cohesive execution of strategies that advance CCA’s mission.
Relationship Building/Thought Leadership
- Exemplify a warm, positive people-centered approach that aligns with CCA’s tight-knit, collaborative culture.
- Actively support CCA’s Culture Committee, which promotes DEI, initiatives and quarterly DEI meetings.
- Cultivate relationships with key funders, stakeholders, and community partners to enhance CCA’s visibility and influence with employers and union.
- Represent CCA at events, conferences, and other networking opportunities to strengthen the organization’s profile as a leader in caregiver training.

Financial Planning and Budgeting
- Work closely with finance and executive teams to develop, monitor, and optimize budgets for program initiatives, ensuring resource allocation aligns with organizational priorities and maximizes return on investment (ROI).
QUALIFICATIONS
- Master’s degree in Business Administration, Healthcare Management, or related field preferred; Bachelor’s degree required.
- Minimum of eight (8) years of experience in program management, focusing on healthcare, nonprofit, workforce development or labor-management training partnerships.
- Proven track record in program build and execution with continuous data-driven improvement, with significant experience in program management for diverse populations.
- Skilled in strategic planning, curriculum development, and adult learning methodologies.
- Experience working in culturally inclusive environments, demonstrating commitment to DEI principles.
- Proficiency with Learning Management Systems (LMS) such as Blackboard and Genius, and CRM tools like Salesforce.
- A high-level understanding of statistical reporting is preferred.
- Knowledge of financial and project management tools, including Sage Intacct, Monday, and Smartsheets preferred. Microsoft Excel for managing projects and tracking key metrics.
- Dual language proficiency is highly preferred, as it supports CCA’s commitment to serving a multilingual community.
- Collaborative, people-oriented leader with a servant-leadership approach, exemplifying empathy and resilience.
- Ability to inspire and develop teams, with an intuitive, hands-on management style that fosters growth and accountability.
- Experience working with unions is a plus.
- Strong cultural fit with CCA’s values of inclusivity and community support, actively participating in DEI initiatives and the organization’s Culture Committee.
COMPENSATION & BENEFITS
Salary range is $150,000 - $180,000. The position is a full-time hybrid position with travel to the Los Angeles area for in-person meetings and events required 14 times a year. Benefits include: 100% employer-paid medical, dental & vision for team members and eligible dependents, a defined benefit pension plan with 21% contribution, and a 401K plan. CCA also offers a generous time off & holiday schedule, with accrued vacation and sick leave.
