ABOUT NCADD-SFV
Founded in the early 1970’s, the National Council on Alcoholism and Drug Dependence of the San Fernando Valley (NCADD-SFV) is a non-profit community-based organization dedicated to providing multiple levels of substance-use disorder (SUD) outpatient treatment services to those in need of recovery, as well as education and prevention services to schools and the community regarding the disease of alcoholism and drug dependence/abuse and the negative effects abuse/addiction has on the individual, their family, and their community.
ABOUT THE POSITION
The Director of Clinical Programs is responsible for leading the clinical operations of NCADD-SFV’s substance use disorder (SUD) treatment services. This role ensures compliance with Los Angeles County Department of Public Health – Substance Abuse Prevention and Control (SAPC) standards, DHCS regulations, and Drug Medi-Cal (DMC) requirements. The director provides direct supervision of clinical staff, supports audit readiness, ensures data integrity in Sage-PCNX, and advances trauma-informed, recovery-oriented treatment practices.
KEY RESPONSIBILITIES
Clinical Staff Supervision
- Directly supervise and support registered/certified counselors, care coordinators, LPHAs, and interns.
- Monitor staff productivity and ensure service delivery aligns with SAPC-defined minimum service hour requirements.
- Provide clinical supervision, coaching, and performance evaluations in alignment with best practices and agency policies.
Compliance & Program Leadership
- Ensure timely and compliant documentation in Sage-PCNX, including assessments, treatment plans, progress notes, authorizations, and discharge records.
- Conduct regular chart audits and support compliance with SAPC utilization review and QA standards.
- Facilitate interdisciplinary case conferences and site-level team meetings.
- Ensure delivery of evidence-based, culturally responsive, and trauma-informed treatment services.
- Respond to client incidents, grievances, and escalated clinical concerns; ensure timely reporting in Sage-PCNX.
- Prepare for SAPC site reviews, utilization management reviews, and DHCS audits.
- Collaborate with the Director of Contracts and QA to ensure program goals and contractual obligations are met.
QUALIFICATIONS
- Certified SUD Counselor (CADTP or CCAPP) or Licensed-Eligible Associate-level clinician (AMFT, ASW, APCC).
- Minimum 3 years of experience in the delivery of SUD or behavioral health treatment.
- Minimum 2 years of experience in a supervisory, lead, or management role.
- Must be proficient in Sage-PCNX (County of Los Angeles SAPC system), including documentation, service claiming, and EBP tracking modules.
- Strong knowledge of DMC regulations, ASAM Criteria, and SAPC billing and documentation protocols.
- Excellent verbal, written, and interpersonal communication skills
- Bilingual in English and Spanish strongly preferred.
- Familiarity with CalAIM reforms and value-based reimbursement models preferred
- Experience managing outpatient care under the Los Angeles County SAPC contract preferred.
- Strong quality assurance, training, and compliance background.
Physical & Administrative Requirements
- Must complete and maintain annual TB testing, CPR/First Aid certification, and provide proof of auto insurance.
- Must successfully pass a Live Scan fingerprint clearance and maintain valid government-issued ID.
COMPENSATION & BENEFITS
- The salary range is $80,000—$100,000, depending on experience.
